The Government of Iraq (GoI) facesthe dual challenge of stabilizing liberatedmunicipal areas and immediately initiating emergency infrastructure reconstruction and service restoration activities beforecommencing longer term development projects. To support these efforts, the Bank has launched the IraqEmergency Operation for Development which is designed to complement the stabilization efforts with the immediate implementation ofreconstruction and rehabilitation of priority infrastructure sub-projects to restore the delivery of public services in targetedmunicipal areas. The government's recovery strategy aims to jumpstart the delivery of basic infrastructure and services andrehabilitate critical infrastructure in the areas liberated from terrorism. This would be one of the first steps in ensuringtrust-building and reconciliation associated with the existence of state. As such, this project not only aims to help Iraqi stateestablish its presence on the ground (state authority) but also to establish itself as the most credible service delivery provider,and consolidate state legitimacy.
Theconsultant is expected tocoordinate all activities pertaining to "the Services" with national,provincial and local authorities andstakeholders, liaise with relevant sector ministries including the Ministry of Housing and Construction, the Ministry of Finance,the Ministry of Planning and the Ministry of Justice, assist the Iraq Reconstruction Fund (IRF) in the tender evaluation and theselection of the consulting firm for the study, secure all key data and information needed by the consultant to carry-out the Termsof Reference of the study, secure the quality and timely implementation progress of the study on behalf of the RF, organize theIraqi team participating in the technical workshop in Lebanon and Bosnia,translate documents from Arabic to English vice versa ifrequired, and maintain regular contacts with the World Bank team.
The Reconstruction Fund now invites eligible Consultants to indicate theirinterest in providing the services. Interested consultants should provide information indicating that they are qualified to performthe services. The shortlisting criteria are:
Applicants for this consultancy assignment should provide a profile whichemphasizes the following skills/ knowledge/ competencies:
Advanced university degree in urban planning, architecture,etc.At least 15 years' experience in housing reconstruction andhousing reconstruction subsidy schemes.Public sector experience and familiarity with World Bankprocedures is an advantage.Excellent English and Arabic oral and writingskillsSubstantial experience in the political economy of post-conflicthousing reconstruction and social reconciliationArabic: Excellent speaking and writing English: Excellent speakingandwriting
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines:Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised on July2014), Selection of Individual Consultants method.
