The government of the Federal Democratic Republic of Ethiopia has received a credit fromthe International Development Association (IDA) toward the financing of the Second Urban Local Government Development Program(ULGDP II). The Ministry of Urban Development, Housing and Construction, the program implementing agency, intends to apply aportion of the proceeds of this credit to eligible payments under the contract for which this Request for Expressions of Interestis issue.
The overall objective of ULGDP II is to enhance the institutional performance ofparticipating urban local governments in developing and sustaining urban infrastructure and services. The ULGDP II became effectiveon July 11, 2014 and closes on December 31, 2019.
The Ministry of Urban Development, Housing and Construction is seeking Expressions ofInterest from eligible firms to provide technical assistance in establishing a newmodel framework for the establishment and operations of urban local governments in Ethiopia that supports development andmaintenance of the principles of good governance; strengthens and accelerates the decentralization (local empowerment) process inorder to advance economic development in general and the policies, strategies, pillars and programs of the Ethiopian CitiesProsperity Initiative, including enhanced service delivery and public participation.
The specific objectives of theassignment are to:
(a) develop and implement a categorizationsystem for urban centers in Ethiopia
(b) review the existing legal framework for urban local governments in Ethiopia and basedon the urban center categorization system , prepare a prototype proclamation for establishment of urban local governments that could be adopted, adapted and implemented byregions. The prototype should also address other issues/weaknesses in the current legislation that have been observed by Governmentand that are noted during the Consultants' review.
(c) develop and recommend the prototype institutionalframework, organizational structures and human resource capacity planthat support thenew legislative and policy framework, including specific ones for each category ofurban center.
(d) develop service standards for each category of urban center
(e) develop revenue administration and financialmanagement system design, and
(f) support the federal government, regions and selected cities in implementing support service
The consultancy service requires post graduate qualification in public finance, accounting,urban management, management, public administration, architecture, civil engineering, urban planning, governance, institutionallaw, public administration, urban management, management, economics or related qualification, with a track-record of intellectualand professional leadership in public sectorrevenue administration and intergovernmental fiscal relations, designandimplementation. All the detail tasks will be specified and detailed in the Terms ofReference and Request for Proposals to be provided to the short listed firms. The estimated implementation period for the projectis approximately48 months from commencement. It is envisaged that the work will require the services of firm that has done similarwork. Experience in Sub-Saharan Africa is essential and familiarity with Ethiopia will beadvantageous.
Consultants can associate to enhance their qualifications. In case of a Joint Venture (JV),all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for theassignment and shall sign the contract jointly in case of award being made to that JV group. Interested consultants should clearlyindicate the structure of their "association" and the duties of their partners and sub consultants in their application. Unclearexpressions of interests such as "in association with" and / or "in affiliation with" and etc. without indicating the status of thepartnership and designation of the lead partner may not be considered for short listing
In sending their expressions of interest, interested firms must provide informationindicating that they are qualified to perform the services. (Brochures and resume of the firms, descriptions of similar assignmentsinternationally and in Sub-Saharan Africa and availability of appropriate skills).
The consultancy will be selected in accordance with procedures set out in the GovernmentGuidelines for Procurement of Consultants as issued by the Public Procurement and Property Administration Agency, Ministry ofFinance and Economic Development, Federal Democratic Republic of Ethiopia.
