The project involves redevelopment of the Copperas Hill building from a disused postal sorting office into a central teaching, library and sports facility for LJMU. LJMU are seeking a technical design monitor to support them from the start of RIBA Stage 4 onwards. The greater share of the anticipated commissions to be undertaken via the Framework, are expected to be centred on Merseytravel's assets. However, the successful Framework Consultants may also undertake commissions and services for the constituent councils of the Liverpool City Region Combined Authority, and also the Liverpool City Region Local Enterprise Partnership (LEP). Sites relating to the councils of the Combined Authority will cover a broad array of Local Authority properties. Buildings vary in purpose and include, but not exhaustively, libraries, depots, municipal buildings, housing and social services offices, nurseries and schools, other facilities for children and young people, health buildings, public conveniences and residential properties. Therefore, the successful framework bidders will be required to be sufficiently flexible to cope with fluctuations in and the types of services required.

The Authority is seeking Tender submissions to appoint a lead advisor and a multi-disciplinary Technical Team to provide consultancy services for the detailed design development of a new permanent Cruise Terminal Facility at the former Princes Jetty, off Princes Parade, Liverpool.

The estimated value of the services is thought to be in the region of 2 000 000 - 5 000 000 GBP. This range is subject to the level of resources required and identified within tender submissions.

There are 4 separate roles:

A Lead Client Advisory Team to project manage the delivery of the new Terminal to ensure the project is delivered to the appropriate quality, approved budget and to agreed time-scales. This team will report to LCC Development Team and oversee the design development from RIBA Stage 2 to be carried out by a Technical team, procurement of a Design and Build Contractor and then manage the overall programme for delivery and construction costs.

A multi-disciplinary Team to Develop the Detail Design from RIBA Stage 2 and then to be Novated to a Design and Build Contractor (at RIBA Stage 3 or 4 to be decided by LCC).

A Client Advisory Technical Team to monitor the contractor ‘s design development from the point of Novation. This team will provide high-level technical advice on an as required basis.

A Construction Site Management Team to act as Construction Project Manager/Supervisor for the works and administer the works Contract.
