The appointment of a Main Works Contracting Partner to provide pre-construction services and construction/refurbishment works for the Northern Estate Programme and other interfacing Parliamentary Estate works.

The scope of the Programme encapsulates (but is not limited to) the buildings: Norman Shaw North, Norman Shaw South, 1 Derby Gate, 1 Parliament Street and Canon Row Residences. The buildings require refurbishment due largely to the age and fragility of the buildings' mechanical and electrical services, poor environmental performance and fire safety improvement requirements.

The buildings are Grade 1, Grade 2 or Grade 2* listed, are situated within a Conservation Area and have not had any significant intervention in the past 40 years. There is a responsibility to protect and preserve the heritage of these listed buildings and maintain their architectural and historical significance.

The Royal Borough of Kensington and Chelsea (the ‘“Contracting Authority”’) seeks expressions of interest from suitability qualified and experienced economic operators to enter into a four framework agreement along with other economic operators to provide architectural design services on a range on developments and schemes for a range of public buildings across Kensington and Chelsea. The Contracting Authority is now seeking, though a competitive procedure with negotiation, to identify in the region of 6 — 8 economic operators who will design such public buildings and provide associated professional consultant services either directly or through third parties. The associated professional services may include, but not be limited to key services: Lead Consultant (design team), Architect (including urban design master planning and regeneration), Principal Designer. Operators would be expected to provide these services across the range of public buildings required, and therefore have significant experiences of: master planning, urban design, and architecture for regeneration, mixed use, housing, specialist extra care housing for older residents, civic, municipal, education, social care and associated health facilities. Operators would be expected to provide on occasion as required by the project/ scheme, either from in-house or from a nominated supply chain, the following additional services: Mechanical, Electrical and Public Health engineering; Structural engineering; Planning Agent/ Town planning advice; Landscape design. On occasion there may be need on a project by project basis to provide a more extensive range of services, either in-house or sub-consultancies, to provide an integrated design service. The Contracting Authority would want to establish as part of Architect Practice details through negotiation stage and at appointment, the range of services that could be achieved: including Acoustics, Daylighting, Archaeology and Conservation/ Heritage, Transport, Ecology/ Sustainability, Accessibility, Interior Design, ICT and Furniture and Equipment, Surveys/ Investigations. The Contracting Authority intends to use a design competition as part of the selection process. The Contracting Authority expects over the 4 years that the Framework is anticipated to run to undertake numerous high profile developments of public buildings within Royal Borough of Kensington and Chelsea. The objective of the procurement is to establish a framework of consultants from which the Contracting Authority may call off services over the next 4 years. The economic operators will all be architectural practices since it is the key discipline but there will be a range of other associated construction professional services within the scope which would be commissioned as required and delivered either in-house by the economic operator or by way of sub-consultancy. The procurement will be carried out using a competitive procedure with negotiation. The PQQ stage will reduce the number of operators to around 12 to 15 with an Initial Tender stage to follow. This will be followed by a negotiation stage and then a Final Tender submission including a design contest. The economic operators that are judged to have submitted the best designs will be invited to enter a framework agreement with the Contracting Authority.

Since the procurement includes a design contest the Contracting Authority includes the following information required by Part E of Directive 2014/24/EU of the European Parliament and of the Council where such information is not already included elsewhere in this notice. The design contest will be used as part of the procedure leading to the award of a public service contract. The number of participants contemplated for the design contest is approximately 10. No participants for the design contest have already been selected. The design contest participants will be those economic operators who qualify to participate in the tender stage by being selected at the PQQ stage and then pass the Initial Tender stage and complete Negotiation and Final Tender submission. The criteria for the selection of the entrants to the design contest is set out in the procurement documents that can be found by following the information provided in this notice. The time limit to participate in being considered for the design contest is as provided in this notice. Participation in the design contest will be restricted to members of the architectural profession. The criteria for the selection of the winners of the design contest will be as set out in the procurement documents. The decision of the jury will be binding on the Contracting Authority. The Contracting Authority will not be making payments to economic operators that enter the design contest in respect of their entry. It is anticipated that the Contracting Authority will enter framework agreements with the economic operators who are judged to have been the top entrants in the design contest.

This Prior Information Notice (PIN) is to notify the market of the Contracting Authority's future intention to procure 3 framework agreements. This PIN is not a call for competition and is for information only. Each framework agreement will be advertised via 3 separate Contract Notices under the Restricted Procedure. The anticipated date for advertising the Contract Notice in the Official Journal of the European Union is 29.3.2016.

The Parliamentary Estates Directorate (PED) is seeking to procure 3 frameworks to provide services for a range of minor and major works projects across the estate. Projects will vary in size, scale, complexity and value. The projects form part of the ‘business as usual’ activities of PED and do not directly relate to the Restoration and Renewal of the Palace of Westminster nor the Northern Estates Programme. Consultant teams hold a key role in the successful delivery of projects for the Contracting Authority and can be expected to explore all models where necessary to optimise a delivery solution for given project. In addition, there may be a requirement under the framework agreements to provide individual consultants to support the PED directly in the short and medium term for specified tasks. The framework agreements are likely to have a duration of up to 4 years.

The 3 framework agreements are:

1. Project Management and Cost Management Services (including programme management and project planning/scheduling services) for Major Works. The initial estimated framework value for the life of the framework is 17 000 000 GBP of professional fees.

2. Multidisciplinary Design Services (including Lead Designer, Architecture, Conservation Architecture, Building Services Engineering, Civil and Structural Engineering and other specialist design services that may be required) for Major Works. The initial estimated framework value for the life of the framework is 44 000 000 GBP of professional fees.

3. Building Surveying Services (including any additional specialist cost management or design input required by the nature of the project) for Minor Works. The initial estimated framework value of the framework is 7 000 000 GBP of professional fees.

Minor Works typically covers projects with a net construction value between 50 000 GBP and 3 000 000 GBP but in some circumstances, the Employer may wish to use the Building Surveying framework on non-complex major works above a 3 000 000 GBP threshold.

Major Works typically covers projects with a net construction value in excess of 3 000 000 GBP. In some circumstances, the Contracting Authority may wish to use the Project Management and/or Multidisciplinary framework on complex minor works below a 3 000 000 GBP threshold.

The Contracting Authority is considering appointing 4 consultants under each framework agreement. Call-offs under the framework agreements are most likely to operate under a mini-competition award based on the most economically advantageous tender. The frameworks may include a provision to appoint under a direct award without competition under certain circumstances. All frameworks would be non-exclusive, with the Contracting Authority reserving the right not to use the frameworks.

The Contracting Authority cannot guarantee the number of call-offs under each framework. Should there be a sufficient number of call-offs which in total exceed the value of the framework agreements as advertised in the Contract Notice, then the Contracting Authority will look to allow for this within the provisions of the Public Contract Regulations 2015. — vědeckoadministrativní pracovníci ovládající dva a více jazyků (na úrovni absolventa vysokoškolského studia medicíny, farmacie, přírodních věd, statistiky, regulačních problematik nebo podobného studia) či pracovníci s jiným vzděláním, se zkušenostmi v oblasti vývoje léčiv nebo udělování povolení na výrobu léčiv (humánních i veterinárních).

V rámci této položky se vyžaduje zajištění těchto dočasných pracovníků:

— zaměstnanci ovládající dva a více jazyků se vzděláním v právní oblasti a oblasti auditu a strategií (absolventská úroveň v právní oblasti, oblasti veřejné správy, vztahů s veřejností, vzdělání v oblasti obchodu nebo v jiné oblasti relevantní pro danou pozici) se znalostí práva EU ve farmaceutické oblasti, práva EU obecně, předpisů o vztazích EU nebo mezinárodních vztazích nebo politik veřejné správy.

V rámci této položky se vyžaduje zajištění těchto dočasných pracovníků:

— pracovníci ovládající dva a více jazyků se vzděláním v oblasti komunikace (absolventi oborů žurnalistika, komunikace, evropské a mezinárodní vztahy, správa veřejného zdravotnictví nebo jiných relevantních oborů) se zkušenostmi ve výše uvedených oblastech.

E tétel keretében a következő ideiglenes munkavállalókra tartanak igényt:

— kétnyelvű/többnyelvű munkatársak jogi, auditálási és szakpolitikai háttérrel (felsőoktatási szint jogi, közigazgatási, PR-, üzleti oklevéllel vagy a pozíció szempontjából egyéb releváns területen) az uniós gyógyszerjog ismeretével, az uniós jog általános ismeretével, az EU vagy a nemzetközi kapcsolatok szabályozásának, az uniós vagy közigazgatási politikáknak az ismeretével.

The current infrastructure and assets are used by a mix of LEAFs. There is now a need to replace the current capability on a like for like output basis, whilst affording opportunities for innovation and new technologies.
