Medway Council are seeking to commission an arts consultancy to develop and manage a creative public realm programme to enhance the masterplan and to add a sense of place and purpose to the spaces.


Through a competitive tender process LDA DESIGN, a multi disciplinary consultancy, landscape architect led, were appointed in April 2015 to take forward the Chatham Placemaking masterplan. LDA Design will work closely with the appointed arts consultancy in identifying creative public realm opportunities through a phased approach, with support on highways from Project Centre.

Medway Council requires a landscape architecture led consultant team to develop the public realm plans for the priority areas identified in the in-progress Chatham Placemaking, Public Realm and Connectivity Project. The area covered by the Project includes the primary route from Chatham railway station to the Chatham waterfront civic space, encompassing Railway Street and Military Road. The Project also includes the waterfront civic space, stretching from the River Medway and the Waterfront Pumping Station to the bus station, the Paddock and the north-western entrance to the Pentagon shopping centre. Each part of the town sequence from the station to the civic space has its own particular problems requiring its own set of responses. It is proposed that a sequential journey of connected locations and points are used as the means to create a strong narrative and compelling resolution. The proposals are developed up to RIBA Stage 3 and have focused on creating an enticing and accessible journey from the station to the high street, waterfront and beyond. Collectively, the proposals ensure that regeneration benefits the wider community. By creating more public space and facilitating pedestrian movement and activity it is hoped that the proposals will create a more convivial and positive experience of Chatham town centre.

The Authority, wishes to engage an economic operator to provide the Works in respect of: … to select and appoint a main contractor on a Design and Build basis to undertake the New Build creation of a nursery facility along with internal year 1 class alterations at Napier Primary School. The scheme will be single storey pitch roof to match in with the adjacent building, essentially creating a new nursery. The Old Nursery Space will be converted to a year 1 class. It will include upgrade / replacement of mechanical and electrical systems to the areas affected by the proposed works. As well as addressing the external areas with hard standing and ramped access.

 

The works are to be arranged to ensure the School remains operational throughout the duration of the works.

 

The contract will be a JCT Design and Build (DB2011) with sectional completion.

 

An existing consultant team has been appointed to stage 4 of the RIBA stages, the contract will decide whether to novate as part of the D&B contract. The existing design team is from Fulkers, Gravesend who is responsible for Architecture & CDMC, Alan Baxter Partnership (Structural, Drainage Engineering), and Norman Bromley (Mechanical & Electrical Engineering). HMY have appointed as sub-consultants, MLM as structural engineer, Norman Bromley Partnership as M&E engineer.

 

The anticipated project value is £150K to £250K with a maximum budget of £250K.

 

Planning permission has been sought for the external alterations and is expected in May 2014

 

The contractor will be responsible for meeting any conditions and complying with all employers’ requirements and statutory obligations including building control.

Strood Leisure Centre - Phase 2 Main Works

The Authority, wishes to engage an economic operator to provide the Works in respect of: … to select and appoint a main contractor on a Design and Build basis to undertake internal and external alterations at Strood Sports Centre. The scheme will create a new main entrance to the Centre and insert large picture windows and glazing system into the existing front façade onto a new, larger gym area, alterations to existing squash courts to form flexible studio spaces, alterations to the existing spa area and associated works. It will include upgrade / replacement of mechanical and electrical systems to the areas affected by the proposed works.

 

The works are to be arranged in four sequential stages to ensure the sports centre remains operational throughout the duration of the works.

 

The contract will be a JCT Design and Build (DB2011) with sectional completion.

 

An existing consultant team will be novated as part of the D&B contract. The existing design team is from Hazle McCormack Young (HMY) who is responsible for Architecture, Structural Engineering, and Mechanical & Electrical Engineering. HMY have appointed as sub-consultants, MLM as structural engineer, Norman Bromley Partnership as M&E engineer. Novation of HMY and their team will be by way of CIC Novation Agreement 2004. The above team will be novated to the contractor; the contractor shall indemnify and hold Medway Council harmless from liability for the full design, including the novated design.

 

The anticipated project value is £800K to a maximum value of £1.1m  

 

Planning permission has been sought for the external alterations and is expected within the next 4 weeks.

 

The contractor will be responsible for meeting any conditions and complying with all employers’ requirements and statutory obligations including building control.
