Parent and preliminary scope of work for benefits in contract 80402: Bridge will serve as access zone to the terminal and be linked terminal with footbridges. Upper trafikkforplass performed as a 230m long driving bridge with depreciation and påramper at each end. The bridge is designed with pair of columns with 18m distance in the longitudinal direction and 15m in the transverse direction. Sectional height will be reduced gradually after column so side span perceived slimmer. The columns will have a diameter of about 1100mm. In a country vessels will power supply to Upper trafikkforplass be located. Brobredden starts at about 5m and gradually increase to 25m then go down to about 5m. It will be steinbelegning on pedestrian and furnishing zones, separated by curbs against wear safe way. Railing against the outsides of trafikkforplassen shall meet the applicable rules and be consistent with the general architecture of the project. Continuation of VA installations lower trafikkforplass coordinated with VA on lower trafikkforplass. Conduits and manholes for electrical and telecommunications installations should be integrated into the structure. Bridge will serve as program for three footbridges in steel from the terminal building. Because of the location and integration with other construction in the area must be emphasized interface and coordination.

This assignment includes architect (ARK), landscape architect (LARK) and all the consultant engineering disciplines (RI-disciplines) required for planning the new Bodø Airport (the consultant contract). The assignment is for the sketch project, preliminary project and engineering design services, call-offs will be made for each new phase as and when decisions have been made. The assignment, in principle, also covers assistance to the builder in the construction period.

Based on the transport departments and Avinor's recommendations in the essential document for the NTP 2018-2029 (National Transport Plan), as well as later reviews carried out by Avinor and Forsvarsbygg (both are dated December 2016) on behalf of the Ministry of Transport and the Ministry of Defence respectively, the Government has decided that the construction of a new airport in Bodø shall be prioritised in the first planning period (NTP 2018-2029). The matter was finalised in the Norwegian Parliament 19 June 2017. The decision is subject to a concession application being lodged and that external quality assurance is carried out in accordance with the government's quality assurance scheme for major government investments (KS2).

The aim of moving the airport is of a social character, with the main aim being to facilitate optimum town development for Bodø municipality. Major areas will be freed for town development when Bodø air station is closed down and Bodø Airport is moved.

The government's decision calls for Avinor starting the planning quickly.

The area for the new airport is not regulated, this process have recently been started. The Norwegian Defence is still present at Bodø main air station and will be there until the end of 2021. The Norwegian Defence has been given the task of preparing its area as regards ground pollution and infrastructure. Cooperation has been established between Bodø municipality, Forsvarsbygg, the Norwegian Defence and Avinor in order to get the general clarifications required for planning and constructing a new airport.

The task of reviewing the decision basis for the new airport was given to Avinor by the Ministry of Transport (SD) in a letter dated 8 September 2017.

The Ministry of Defence gave an assignment letter, on the same day, to Forsvarsbygg in order to prepare the area for the new Bodø Airport. The Norwegian Defence also owns the track system for the existing airport.
