Bindal kommune has undertaken the renovation/reconstruction of Terråk school and construction of a new sports hall in connection to the school. Terråk school was built in 1972 and currently consists of 2 school buildings. Elementary school (first to fourth grade) and primary and lower secondary school (fifth to tenth grade), including gymnasium/community centre. Beyond this there is a separate administration building of newer origins that is not included in the project.
The current primary and lower secondary school shall be renovated, reconstructed and extended so that it houses all of the grades (one to ten). The current elementary school shall be cleared. The elementary school shall be in operation during the construction period.
TEK 10 shall be used in all disciplines.
In connection with the above, the Contracting Authority desires the establishment of an engineering design team that shall report to the coordinating project manager (architect) who shall ensure all disciplines connected with preliminary engineering design and detailed engineering design of the project.
The following services are requested:

The engineering design comprises the preliminary project, detailed engineering design, follow-up during the construction and during the one year warranty period.
Prices are wanted for the procurement of new modules that shall fulfil the regulatory requirements in TEK 10. The modules shall house a total of approx. 80 — 85 work places. There shall also be a meeting room, kitchen, toilets and technical room. The total area required is approx. 950 m² distributed over two floors. Allowance shall be made for work places in accordance with universal design on both floors. The module system shall fulfil applicable laws and regulations, including the Workplace Regulations. The planned moving date is as soon as possible and preferably by 1.3.2017.
The delivery also includes ground works, up and down rigging, adapted facade solution in accordance with architect drawings and connection to the necessary technical infrastructure (water, ventilation, electricity and ICT). The contracting authority will engage its own architect, who shall be the responsible applicant. The plan is that the chosen tenderer will take over the application function upon the award of contract. It is a prerequisite that the tenderer who is awarded the assignment, his consultants and sub-suppliers, have central certification or are able to fulfil the requirements in the building application regulations (SAK 10) §11 — Requirements for education and practice — with responsibility rights for:

The hospital shall be in normal operation during the construction phase. It is therefore important that there is focus on SHE (Safety, Health and Working Environment) throughout the entire construction period. The Contracting Authority will appoint an SHE co-ordinator in the engineering design and execution phase (KU and KP) as described in The Builder Regulation § 5.

The Contracting Authority wishes to enter into a framework agreement for architectural services for Time municipality. The agreement shall also include services related to:

A climate centre shall be established at Tøyen, later called the ‘Climate Building’. The project aims to communicate knowledge on climate to a wider public. The centre shall be built as an integrated site. Both the building and exhibition are included in the project.
The centre shall be owned by UIO, NHM shall manage the exhibitions and UMOE (c/o Jens Ulltveit-Moe) will contribute to the financing with a financial gift.
The centre will be located in the area south east of Brøggers hus in the Botanical Garden and it shall be integrated in the nearby technical and building environment. The centre shall be ready for operations April 2019. The total financial limit of the project is 70 000 000 NOK, excluding VAT.
The "Climate Building" will have the character of an experience centre that shall highlight the climate challenges we are facing in the near and distant future.
The concept ‘Climate Building’ shall communicate knowledge on the climate challenges and on possible solutions through exhibitions and through the building itself.
The interaction between communication and architecture is very important. New innovative communication concepts and architectonic expression are expected that put climate challenges clearly, powerfully and effectively on the agenda. The concept shall be flexible as regards communication concepts within an integrated general term.
In order to achieve this, a restricted contest shall be held with negotiations with multi-disciplinary engineering design groups. The negotiations will be held in several phases with 3-5 tenderers, with ‘parallel assignments’ in the first phase. The evaluation of the contributions will be made on the basis of the given award criteria in the coming tender documentation.
An engineering design contract for the sketch project and the preliminary project will be signed with the winner of the competition. The systems that shall be developed shall be developed after the competition in close cooperation with the university's entities.
The plan is for one delivery for the Climate Building, where the building and exhibition is one or two turnkey contracts. The engineering designers shall have this in mind. The engineering design group shall prepare the price enquiry (tender documentation). The engineering design group will be transported in its entirety to the turnkey contractor(s) when the contract is signed.
The contracting authority's intention is that the project is realised in its entirety, but it is subject to the project being interrupted after tenders from the contractors for the total delivery/ies have been assessed.
The procurement's purpose
ICT functions in SSB come under the Department for Digitalisation and Joint Functions, together with functions for Data Acquisition and Methods (DoF). These together make up a considerable part of SSB's activities. We are carrying out a number of development projects and are responsible for the development, management and operation of IT systems for data acquisition, the production of statistics, analyses and communication. Our ICT environment has more than 100 employees within DoF. The department has broad competence within IT architecture, web and database technology, as well as general software development.
Our projects are largely based on flexible development methodology, free software and open standards. Our management routines are largely based on iterative management cycles. SSB now faces a comprehensive programme of digitalisation and modernisation of SSB's work processes and the DoF Department will have a central initiator role in this work. The department must be able to manage a number of modernisation projects parallel with further management and controlled clearance of old systems.
The modernisation work will be organised as a multi-year programme, broken down to several projects that shall deliver independent contributions in order to achieve SSB's main target of a flexible, efficient and user orientated production platform. The programme is carrying out a pre-analysis in 2016, in which a delivery and implementation strategy is prepared and initiatives, including the project portfolio, are described. Further preparations, maturing and detailed planning shall be carried out in 2017. The tentative start of the modernisation is set for 2018.
A programme function will be responsible for an efficient implementation of the modernisation at an acceptable risk profile. The modernisation of the statistics production is a complex business run project, which has major requirements for planning, a description of activities and projects, as well as the ability to manage and deliver changes that affect both work processes, systems and technology. The need for separate contracts for this commitment will be assesed for the ongoing planning of the modernisation work.
Parallel to this, SSB needs to hold a competition for framework agreements for ICT consultancy services for the following service areas:
— IT Project and test management.
— System development.

Tenderers who are engaged through these framework agreements can be pulled into both the modernisation and assignments for management and operation.
