De gebruiker heeft de nadrukkelijk wens om actief betrokken te zijn en invloed te hebben op het ontwerp, zodoende is er voor een traditionele bouwvorm gekozen. Daarnaast wil de AICS een gebouw realiseren wat in samenspraak met haar gebruikers en met de omgeving tot stand is gekomen. De onderhavige aanbesteding betreft de bouwkundige en constructieve ontwerp- en adviesdiensten. Het is de wens van de opdrachtgever om voor het architectonisch en constructief ontwerp één partij of één combinatie van partijen te contracteren.
