Executing Agency (Client): City of Sisak, Croatia Assignment Description: The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is providing a loan of up to EUR 4.5 million to the public transport company “Auto promet d.o.o. Sisak (“Auto promet”, “AP” or the “Company”) in the City of Sisak (“Sisak” or the “City”) to finance the modernisation of the City’s bus fleet (the “Project”). The Company currently operates 34 buses. The average age of the AP bus fleet is 13 years, with a range from 6 to 25 years, compared to the optimal industry standard of 3-4 years. Such a fleet condition is unsustainable, especially with regards to the pollution, noise and lack of reliability created by the current fleet, with a negative impact on both the environment and living conditions in and around the City. The proceeds of the loan will be used for the modernisation of the bus fleet through the purchase of up to 17 new diesel Euro VI standard complaint buses, introduction of a fleet management system and modernisation of the maintenance depot. Through the implementation of the Project, the Company will: improve the current condition of its outdated fleet, with average fleet age of 13 years, including the improvement of the operating expenses, mainly connected to the decrease of average fuel consumption and significant decrease of bus maintenance expenses, improve its environmental performance through the reduction of GHG emissions and reduction of noise levels, which is especially important in the urban areas, and improve the safety standards especially important for the transportation of schoolchildren. In order to accommodate the new buses under the framework of the transport system for Sisak, the City intends to retain a consultant (“the Consultant”) to provide assistance in developing a Sustainable Urban Mobility Plan (the “Plan” or “SUMP”) that can assist the City to manage mobility to be compatible with environmental requirements (the “Assignment” or “Services”). This Assignment will support the City to ensure best practice urban transport planning and to identify opportunities for divestiture of commercial activities with potential for private sector participation. The overall objective of the Assignment is to create a sustainable urban transport system for the City by addressing, at a minimum, the following specific activities: To prepare a Plan for the transport urban sector in Sisak, which will determine future priority investments in the sector; To ensure the accessibility offered by the transport system is available to all, such that urban public facilities including public transport can provide services on an inclusive basis; To improve safety and security in all modes of transport and reducing the number of accidents; To reduce air and noise pollution, greenhouse gas (“GHG”) emissions and energy consumption; To improve the efficiency and cost-effectiveness of the transportation of persons, including defined sources of underlying funding and financing for such activities. This is understood to include both AP and private transport providers; To elaborate a general and specific set of indicators, regarding the mobility, socio-economic and urban development of the City, which will be monitored in evaluating the effectiveness of the Plan associated to the established objectives; To develop non-motorized modes and intermodal transport networks; and Propose recommendations on Private Sector Participation (“PSP”) opportunities in the provision of urban transport services in Sisak. A successful outcome of the Assignment would be a Plan for Sisak setting the context for phased investments programming for the period 2016-2030 agreed with municipal and national authorities. Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest. Assignment Start Date and Duration: The Assignment is expected to start in May 2015 and has an estimated overall duration of 9 months. Budget Estimate for the Assignment: EUR 170,000 (exclusive of VAT). The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed. Funding Source: EBRD Shareholder Special Fund Eligibility: There are no eligibility restrictions. Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with: (1) project experience in planning of public transport networks, including sustainable urban mobility planning, as well as with traffic and parking management; (2) relevant project experience in European Union/Western Balkans, in urban development projects. It is expected that the Consultant’s team of key experts will at least consist of: Team Leader/Transport Planner, with preferably ten years of relevant project experience in Europe in urban development projects Urban Planner/architect, with preferably five years of relevant project experience in urban planning at local and metropolitan level; Public Transport Operations Specialist, with preferably five years of relevant project experience in a public transport company and/or consultancy in the public transport field; Traffic Engineer with preferably five years of relevant project experience in traffic engineering, traffic management and control; Transport modelling Expert with preferably ten years of relevant project experience in operating four-step traffic model software in an urban environment; Parking Policy Specialist with preferably five years of relevant project experience in managing parking policy in cities and/or with a consultancy firm; Transport Economist, with preferably five years of relevant project experience in Europe. Financial Expert, with preferably ten years of relevant project experience in urban transport. Legal Expert specialised in Public Transport with preferably ten years of relevant project experience as a lawyer, including preferably five years in public/private partnership in the public transport field in Europe; Marketing Expert with preferably five years of relevant project experience in publicity, marketing and communication in the transport area and in Europe; Environmental Expert with preferably five years of relevant project experience in environmental assessment preferably in Europe, in particular referring to Strategic Environmental Assessment, assessment of the effects of certain plans and programmes on the environment (Directive 2001/42/EC) and Environmental Impact Assessment (Directive 85/337/CEE); Urban Transport Young Professionals (2) - The UTYPs are intended to be hired by the Consultant, and incorporated fully into the production of the SUMP. The UTYPs should be Croatian nationals and recent graduates with at least a 4 year university degree in engineering, planning, or other equivalent technical field related to the transport sector. Recent is to be understood as having graduated from university within the last 3 years. The objective is for deep knowledge transfer to occur between experienced professional consultants and the UTYPs, with the objective of passing at the end of the SUMP preparation project over to the beneficiary municipality for a period of 2 years as municipal staff. Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected, the information submitted should include the following: (a) brief overview of the firm/group of firms including company profile, organisation and staffing; (b) details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives; (c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
