The direct intervention perimeter is the historic old center on the right bank of the Seine bounded by intra boulevard (Belgian-Verdun) and Quai de Seine in the town of Rouen. The study area includes a conservation area (within the meaning of Article L313 of the Town Planning Code), with the objective of conservation and development of historic urban ensembles. Listed under Monuments Registered in the inventory of Historical Monuments, the main monuments such as the Palace of Justice, the Saint-Ouen abbey; St. Louis chapel, cloister St. Mary, the fountain reservoir St. Mary, the church of St. Godard, St. Laurent church, the Joan of Arc Tower. The project will be working in partnership including the services of the DRAC and the architect of the Buildings of France. This is not to renovate the entire perimeter of the chosen spaces but to be able to define preferential areas of intervention, upgrading while creating links between them. Reflection must be comprehensive by also integrating other related transactions to make the overall consistent in terms of urban ambitions of the operation and the desire to find a real place for the soft modes.
