Vauban's fortifications are the most rational example of military architecture and represent a masterpiece of human creative genius. Vauban's work has been recognized by UNESCO since 2008. The property inscribed on the World Heritage List is a serial property consisting of 12 elements characteristic of Vauban's work. The site of Saint-Vaast la Hougue in the north-east of the Cotentin peninsula in the department of Manche concerns two towers-observatories of the Island Tatihou and the Hougue. Its perimeter includes the entirety of the two sites, namely the Fort de la Hougue and the defenses on Île Tatihou and the Îlet, as well as the intermediate space. By obtaining the inscription of the fortifications of Vauban on the list of the world heritage of UNESCO, France is committed to preserve the good in series and to pass it on to the future generations. The recognition of the Saint-Vaast-la-Hougue site as a UNESCO World Heritage site must thus be accompanied by a strengthening of the protection and enhancement of the surrounding landscapes. The good management and preservation of Outstanding Universal Value (OUV) must be guaranteed by the French State which has defined a management plan and a buffer zone. Based on the observation that the current buffer zone only partially covered the landscape environment of the property, the establishment of a new buffer zone is envisaged in the context of this state-led procedure, the DRAC and the architect of the buildings of France territorially competent, in consultation with the local authorities concerned. Implementation of this modification of the current buffer zone must be carried out in a comprehensive manner. To protect the property, the new buffer zone should include the immediate environment of the property, major visual perspectives, and all attributes with significant functional roles.
