5. As a representative of the Contracting Authority to request and use all necessary documents and papers to check the quality of construction materials used to monitor and control the correctness of the technological building operation and the quality of completed construction works. Upon detection of errors, distortions and obvious defects of the company - contractor CMP, shall notify the Contracting Authority in writing in the form of a report;

6. To notify the Employer of all recognized changes in agreed quantities and emerging CMP, which are not subject to the agreed quantities, signed by the contractor of the site;

7. To ensure strict compliance with deadlines for completion of works. Advanced and detailed description of the activities covered by the contract for each apartment building, included in the lot is available within the Terms of Reference - Book V, an integral part of the documentation for participation.

Изпълнението на настоящата обществена поръчка е разделено на 3 (три) обособени позиции (ОП), както следва: Обособена позиция № 1 — Изготвяне на обследване за енергийна ефективност и предписване на необходимите енергоспестяващи мерки по отношение на 3 (три) многофамилни жилищни сгради — бл. 6, бл. Изгрев и бл. 10. Обособена позиция № 2 — Изготвяне на обследване за енергийна ефективност и предписване на необходимите енергоспестяващи мерки по отношение на 3 (три) многофамилни жилищни сгради — бл. А-1, бл. 2 и бл. А-2. Обособена позиция № 3 — Изготвяне на обследване за енергийна ефективност и предписване на необходимите енергоспестяващи мерки по отношение на 3 (три) многофамилни жилищни сгради — бл. А-6, бл. Острица 5 и бл. А-3. Обследването на всяка сграда включва следните основни етапи: а) подготвителен етап, който включва следните дейности: — оглед на сградата; — събиране и обработка на първична информация за функционирането на сградата и разходите за енергия за представителен предходен период от време, както и проверка за изпълнение на възможностите, свързани с приложението на: 1. децентрализирани системи за производство и потребление на енергия от възобновяеми източници; 2. инсталации за комбинирано производство на електрическа и топлинна енергия; 3. инсталации за централно или локално отопление и охлаждане, както и на такива, които изцяло или частично използват енергия от възобновяеми източници; 4. термопомпи. б) етап на установяване на енергийните характеристики на сградата, който включва следните дейности: — анализ на съществуващото състояние и енергопотреблението; — изготвяне на енергийни баланси, определяне на базовата линия на енергопотребление; — огледи и измервания за събиране на подробна информация за енергопреобразуващите процеси и системи; — обработване и детайлизиран анализ на данните; — анализ на съществуващата схема за управление на енергопотреблението; — определяне на енергийните характеристики на сградата и потенциала за тяхното подобряване; в) етап на разработване на мерки за повишаване на енергийната ефективност, който включва следните дейности: — изготвяне на списък от мерки за повишаване на енергийната ефективност; — остойностяване на мерките, определяне на годишния размер на енергоспестяването, подреждане на мерките по показател „срок на откупуване“; — формиране на пакети от мерки, определяне на годишния размер на енергоспестяването с отчитане на взаимното влияние на отделните мерки и технико-икономическа оценка на пакетите от мерки; — анализ и оценка на количеството спестени емисии CO2 в резултат на разработените мерки за повишаване на енергийната ефективност; г) заключителен етап, който включва следните дейности: — изготвяне на доклад и резюме за отразяване на резултатите от обследването на сградата. Сертифицирането се състои в изчисляване на границите на класовете на енергопотребление във всяка сграда и отразяване на енергийните й характеристики в отделен сертификат.

Performance of the contract is divided into six (6) lots (OP) as follows: 6. 3. 18. 51. 15. Lot № 6 - Preparation of energy efficiency testing and prescription of appropriate energy saving measures in terms of three (3) multi-family residential buildings - bl. "Progress" E-1 and E-2, bl. B-2 and bl. "Source 1". The investigation of each building includes the following steps: a) a preparatory phase, which includes the following activities: - view of the building; 2 of the Law on Energy Efficiency; b) stage of establishing the energy performance of the building, which includes the following activities: - Analysis of the existing condition; - Development of energy balances, determination of baseline energy consumption; - Inspections and measurements to collect detailed information about energy transformation processes and systems; - Processing and detailed analysis of the data; - Analysis of the existing scheme for energy management; - Determining the energy performance of the building and the potential for improvement; c) the stage of development of measures to improve energy efficiency, which includes the following activities: - preparation of a list of measures to improve energy efficiency; - Valuation measures determining the annual amount of energy savings, alignment of measures indicator "payback period"; - Formation of a package of measures, setting the annual amount of energy savings, taking into account the mutual influence of the individual measures and feasibility of the packages of measures; - Analysis and assessment of the amount of CO2 emissions saved as a result of the developed measures to improve energy efficiency; d) final stage, which includes the following activities: - a report and summary to reflect the results of the audit of the building.
