The city of Aalst wishes to appoint a designer with the task of drafting two municipal spatial implementation plans (SIPs) for residential care Mile Brook: RUP and RUP Mile Brook Pool Park. The layout of a new design for the Albrechtlaan part of the contract.
Possible optional assignments are drawing up a municipal RUP for the "entrepreneurial zone between Albrechtlaan and rail" and a municipal RUP part of "Centre for Right to Moorselbaan" also included.
As an annex to the contract documents is a comprehensive targeting note for care residential Mile Brook added that through the service planning, urban regeneration and housing on the basis of the vision of the Masterplan Environment Albrechtlaan and results of the project "Ageing in place Aalst" fact. The Department of Operational Water VMM is responsible for the management of non-navigable watercourses of the first category. To achieve this goal, VMM manages several business-critical structures (basins, dams, divide work, pumping systems, ...). To monitor these artworks and operate remotely, the department has a specific distance monitoring system (SCADA). The system currently manages the works of the local services of Antwerp, Leuven and Hasselt, later called the eastern region.
This cutlery has as objective the expansion of the SCADA system to integrate the artworks of the local services Ghent and Ostend. This also means the services to connect to the remote monitoring of existing and new structures of the local services Ghent and Ostend, being the western region. It firstly concerns the linking of existing structures, additional new structures (eg construction of new dams, pumping stations, ...) or other possible future expansions.
For reasons of scale, availability and avoiding negative impact on the operations selected by VMM and by the maintenance contractor of the existing SCADA system, an independent SCADA subsystem, however, geared to the existing SCADA system to a uniform presentation, monitoring, control and reporting for the whole of Flanders possible.
In order to limit the cost and complexity of future assignments for an improved integration of the existing SCADA system and the new sub-system, the architecture of the new sub-system should be compatible with the existing SCADA system.
Therefore, it is to put together to provide the solution from WinCC-components (not "WinCC OA", in order to avoid confusion, name).
The contract also includes the maintenance of the new SCADA subsystem; the maintenance of the existing SCADA system is not a part of this specification.
