Project ID No.P102459 The Ministry of Agriculture and Livestock hasreceived financing from the World Bank toward the cost of the Irrigation Development SupportProject and it intends to apply part ofthe proceeds toward payments under the contract for Construction of the Mwomboshi Dam and Reservoir, located in Mwomboshi River,Chisamba District. In more details the worksinclude: The Mwomboshiclay core rockfill dam (710,000m3 volume, 23m height, 1.7km total length), with a frontal ungated concrete spillwaysection of 115m and two embankments, as well as retaining walls on each side of the spillway, a pedestrian bridge, an intake pipe,an environmental flow pipe and bottom outlet works.Associatedaccess roads of 8.5km length and ancillary works, including two small pipe culverts.Civilengineering works, including the excavations of the approach canals, the concrete structures and the fencing of three shore basedpumping stations. The total excavations' volume for the construction of the pumping stations is approximately270,000m3.The contractorwill also undertake the construction of the concrete ramps and the rails on which the pumps willbe placed.Protection worksof the downstream face of an existing small dam at the south bank of the reservoir, consistingin the creation of a 6m high zoneusing excavation material from the pumping stations. Extreme weather events manifesting in such incidences such as floods, droughts, frosts and heavy rainfallare already happening and are expected to increase in intensity and frequency. Over the past three decades, these events have costZambia an estimated 0.4% of annual economic growth according to the economic cost of climate change study conducted in 2010.Withoutaction, the impacts could rise to 0.9% of Gross Domestic Product (GDP) over the next decade thereby keeping an additional 300,000Zambians below the poverty line, and undermine the strong economic growth that Zambia has experienced over the last 5 years (anaverage of 6.4% a year). Hence, a key challenge for Zambia will be to safeguard itshard-earned development gains, and promoteclimate resilience for vulnerable sectors and population. The Pilot Program for Climate Resilience (PPCR) is oneof the global climate funds established under the multi-donor Climate Investment Fund (CIF) which aims to support and assistcountries transform into a climate resilient development path, consistent with poverty reduction and sustainable development goals.Zambia is one of the three countries in Africa selected to implement the PPCR (the others are Mozambique and Niger). The PPCR seeksto complement available adaptation financing by providing funds for programmatic approaches to integrate climate resilience intocore development policies, plans and projects, thus  catalyzing a transformationalshift from "business as usual" (sector-by-sector and project-by-project) towards a more programmatic way of building the country'sclimate resilience. In Zambia, the PPCRis an integral part of the NationalClimate Resilience and Low Emissions Development Programme, which is being established under the Interim National Climate ChangeSecretariat, Ministry of Finance, with representation from key Sectoral Ministries.  Assuch, the PPCR is part of a series of projects undera unified national programme. The Zambia PPCR is structured in two Phases: a)      Phase I (June 2010 to September 2013) helped mainstream climate change into the Zambia Sixth National Development Planand prepare for the second phase. This phase culminated into the design of a StrategicProgrammefor Climate Resilience (SPCR) which was presented to donors in June 2011, and served as the blueprint for the adaptationactivities expected to be piloted in Phase II. b)      Phase II (September 2013-2019) will be anchored on the investment project ? Zambia Strengthening Climate Resiliencein the Barotse Sub-Basin Project (US$36million). The Zambia Strengthening Climate Resilience (Phase II) Project's developmentobjective is to strengthen Zambia's institutional framework for climate resilience and improve the adaptive capacity of vulnerablecommunities in the Barotse sub-basin. The project has three components: 1)         Strategic National ProgramSupport, aiming to strengthen thenational institutional and financial framework for climate resilience, by: (a) Providing institutional support to the national climate change program; and (b) Strengthening climate information; 2)         Support to ParticipatoryAdaptation, through strengthening of theadaptive capacity of vulnerable rural communities in the Barotse sub-basin; 3)         Pilot ParticipatoryAdaptation through the funding of actualparticipatory adaptation investments in the Barotse sub-basin, including: (a) Community adaptation sub-grants; (b) Establishment and operation of an adaptation contingency fund; and (c) Rehabilitation and strengthened management of traditional canals. 2.0     Key objective of theassignment The objective of this assignment is to support the integration of Climate Resilient, climate and Smart Agriculture and Nature Resource Management options andactivities into the District, ward and farm level development plans for improved and sustainable livelihoods. Under the IDSP, irrigated farm developments will be established at selected sites in Zambia. Each site willbe designed with private sector parties participating alongsidepublic funding coordinated by the Ministry of Agriculture (theMinistry). There will be an Irrigation Manager and Commercial FarmInvestor contract for each of the IDSP's three 'Group 1' sites: ·         Lusitu (Siavonga District) ·         Musakashi (Mufulira District) ·        Mwomboshi (Chibombo District) Further details on the project, its design and theinvestment opportunities will be provided in an Information Memorandum (IM) that will be provided to bidders at the nextprocurement stage. The goal of this RFI is to gather information on theexperience and capabilities of potential bidders for these contracts. SCOPE OFWORK The Ministry intends to grant at each site a concessionto operate and invest in a commercial farm on high-potential farm land (approximately 900 ha at the Mwomboshi site, 700 ha at theMusakashi site and a 90 ha plantation at the Lusitu site), at its own discretion and under a long-term agreement with the Ministryand the local community. This will grant the contractor the right to use the bulk water irrigation system for commercial farming,and will include a lease agreement (25 year) on titled land. Thebulk water irrigation system itself will be publicly financed usingIDSP funds: all investment from the contractor will be in its own on-farm assets. As part of the agreement, the contractor will providethe following services: ·         long-term operation, management and maintenance of primary and secondary irrigation and drainage infrastructure;and ·        provision of support ? including irrigated farming techniques ? tolocal smallholder and emergent farmers who will be co-usersof the irrigation system. The Independent Development Evaluation Function (IDEV) of the African Development Bank (AfDB) hereby invites Consulting Firms to express their interest in the following Assignment: Background studies for the evaluation of the AfDB’s country strategies and programs in Zambia, 2002-2015 (“the assignment”). 2. The services to be provided under the Assignment comprise the conduct and delivery of all or at least one of the undermentioned background studies for the purpose of completing the evaluation of the AfDB’s 2002-2015 country strategies and programs in Zambia. The background studies will cover the period 2002-2014. (i) Review of the performance of the AfDB’s 2002-2014 support for infrastructure development in Zambia: The AfDB support to the infrastructure sector comprises national and multinationals operations in water and sanitation, agriculture and environment, power and road transport. The review will focus on how well the AfDB support was designed and implemented, and the extent of achievement of development results, as well as the factors facilitating and/or constraining performance. For this the consultant will review:  The development challenges, opportunities and results of infrastructure development in Zambia, in general and specific to water and sanitation, agriculture and environment, power and transport (roads, bridges, etc.).  The performance of the AfDB’s assistance to infrastructure in Zambia during 2002-2014 especially in terms of (i) its relevance, efficiency, sustainability, results (including gender equality; capacity building; environmental improvement; regional integration; aid coordination), management for results, and contribution to the sector and national development outcomes, and (ii) the factors that facilitated and constrained the assistance’s performance. The specific tasks will include:  Review of relevant documents of the AfDB and Government of Zambia (GRZ), and the general literature as they pertain to infrastructure assistance in Zambia  Reconstruction of the AfDB’s intervention logic in each sub-sector  Designing of appropriate methodology for assessing performance of the AfDB support  Data (including primary) collection on the design, implementation and results of the AfDB support to the infrastructure through interviews, discussions, observations and other relevant methods  Rapid impact assessment of completed water and sanitation projects (3)  Data analysis and interpretation  Assessment of the results of the Bank support to the infrastructure sector in Zambia  Drafting and revision of the study report (ii) Review of the performance of the AfDB’s 2002-2014 support for private and financial sector development (PSD) in Zambia: The AfDB support for PSD include lines of credit, mining and public private partnership operations. The review will focus on how well the support was designed and implemented, and the extent of achievement of development results, as well as the factors facilitating and/or constraining performance. For this the consultant will review:  The development challenges, opportunities and results of PSD development in Zambia, in general and specific to private sector, financial sector and public private partnership.  The performance of the AfDB’s assistance for PSD in Zambia in 2002-2014 especially in terms of (i) its relevance, efficiency, sustainability, results (including gender equality; capacity building; environmental improvement; regional integration; aid coordination), management for development results, and contribution to the sector and national development outcomes, and (ii) the factors that facilitated and constrained the assistance’s performance. The specific tasks will include:  Review of relevant documents of the Bank and GRZ, and the general literature as they pertain to private sector support and development in Zambia  Reconstruction of the AfDB’s intervention logic in PSD  Designing of appropriate methodology for assessing performance of the AfDB support  Data (including primary) collection on the design, implementation and results of the AfDB support for PSD through interviews, discussions, observations and other relevant methods  Rapid impact assessment of completed lines of credit projects (3) for small-and medium- scale enterprise (SME) development  Data analysis and interpretation  Assessment of the results of the Bank support for PSD  Drafting and revision of the study report (iii) Review of the performance of the AfDB’s 2002-2014 non-lending activities in Zambia: The AfDB focused, in 2002-2014, its non-lending activities in Zambia on (i) policy dialogue (including capacity building activities - i.e. training and conferences outside project domain), (ii) economic and sector work (ESW)/studies and knowledge management (including training and conferences outside project domain), and (iii) partnership building (including co-financing, coordination and harmonization). The review will focus on how well these non-lending activities were design and implemented, and the extent of achievements of their results, as well as the factors facilitating and/or constraining performance. For this the consultant will undertake the following activities:  Inventory of the non-lending activities undertaken by the AfDB during 2002-2014  Reconstruction of the AfDB’s non-lending intervention logic  Generation of appropriate and credible evidence through mixed methods in order to assess the performance of the non-lending activities of the AfDB especially in terms of their relevance, effectiveness, impact and sustainability.  Drafting and revision of the study reports (iv) AfDB Beneficiary survey; The beneficiary survey will seek to understand stakeholder’s satisfaction of the role and contribution of the Bank in Zambia. In this regard, the tasks of the consultant will include:  Desk review of relevant documents and literature  Designing and applying appropriate and credible methodology including sampling method(s) and size, and data collection strategy  Revision of the IDEV beneficiary survey questionnaire to reflect the Zambian context and AfDB’s program. The questionnaire is available on request.  Data analysis, interpretation and synthesis  Drafting and revision of the survey reports 3. The Independence Development Evaluation (IDEV) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.), and on approximate budget. 4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012available on the Bank Website at http://www.afdb.org.
