The Republic ofUzbekistan has received financing fromthe World Bank toward the cost of the South Karakalpakstan Water Resources ManagementImprovement Project, and it intends to apply part of the proceeds toward payments under the contract for "Construction andReconstruction of Bustan Canal", (SKWRMIP/ICB/1-2). This contract willbe jointly financed by the Republic of Uzbekistan. Biddingwill be governed by the World Bank's eligibility rules and procedures.
Brief description of the Contract.
The South Karakalpakstan Water Resources ManagementImprovement Project (SKWRMIP) is aimed to increase agricultural productivity in Beruniy, Ellikkala, and Turtkul districts ofRepublic Karakalpakstan.Project also will improve water resources management of irrigation and drainage infrastructure by means ofthe further improvement of reached result received under project DIWIP (Drainage, Irrigation and Wetland ImprovementProject).SKWRMIP places emphasis on the improved water management of combined irrigation system in general and on the irrigationaspects of the system in particular. Irrigation infrastructure of project is located in the South Karakalpakstan in lower reahes ofthe right-bank Amudarya.
The Project area covers 100,0 thousand hectares of irrigatedland. It is anticipated that the subject contract SKWRMIP/ICB/1-2 shall be the main civilworks contract under the SKWRMIP.
The Worksby contract SKWRMIP/ICB/1-2 are dividedon:
? Lot 1: Reconstruction of the existing (eastern) 35 kmsection of Bustan Canal;
? Lot 2: Construction of the new (western) 34 kmsection of Bustan Canal to provide water to the project area by gravity.
The main Works to be carried out under SKWRMIP/ICB/1-2Contract include, inter alia, the following:
Lot1:Reconstruction of the existing (eastern) 35 km section of Bustan Canal: An existing earthen canal has been constructedon thisroute, but this requires significant reprofiling to suit the new hydraulics lined with concrete overlying a geomembrane. Thecharacteristics of the canal are:
? Moderate angle of slope in range 0.0001 to 0.00027;
? A Manning's number of 0.015 for cast in-situ concrete lining;
? Side slopes of 1:2.5 to be stable in some of the sandy soils along the route; in some areas of clayey loam this has beenreduced to 1:1.5;
? Predominantly in embankments in order to provide water levels to command the whole projectarea;
? Bed width chosen to make a relatively deep section to minimize the amount of fill required to retain the design waterlevel;
? Length of 35 km, 25 km of which is go through desert;
? Head discharge of 105 m3/s;
? Concrete lined with adequate under-drainage;
? Use of geomembrane and geotextile (in the parameters specified in the bill of quantity) covered by mass concrete with thickness 12sm.
The parameters of geomembrane propose by contractor, and after positiveresult of independentlaboratory and specialist, allow to use .
Lot 2: Construction of the new (western) 34 km section of Bustan Canal. The characteristics of the canalare:
? Completely new construction of 34 km canal predominantlythrough agricultural land.
? Concrete lined overlying geomembrane;
? Head discharge 52 m3/s;
? Small hydraulic outlet structures and two major canal structures;
? 17 road bridges, 2 pedestrian crossings and 9 culverts, four of which are major collectors flowing under thecanal;
? Tail escape will be constructed to the river by undertaking minor re-profiling works of the shorter Nayman BeshtamPumpStation inlet channel.
ProjectsImplementation Unit for the World Bank Projects, which is the implementing agency, under the directionof the Ministry of Agriculture and Water Resources, now invites bids from eligible bidders for the above mentioned contract and thebidding documents will be available for the interested bidders from 14September 2016. The constructionperiod is expected to be around 30 months.
Bidding will be conducted through theinternational competitive bidding procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Creditsand Grants( January 2011 revised July 2014) ),and is open to all eligible bidders as defined in theseGuidelines.
Interested eligible bidder should correspondto, inter alia, following minimum qualification:
Acash-flow requirement of US$ 8 million forLot 1 and US$ 6 million for Lot 2, net of the Bidder's other commitments;Minimum average annual construction turnoverof US$ 50 million for Lot 1 and US$ 40 million for Lot 2, within the last 5 (five) years;Bidder'sexperience under construction contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for atleast the last 5 (five) years, starting1st January 2011;A minimumnumber of similar contracts that have been satisfactorily and substantially completed as a prime contractor, joint venture member,management contractor or sub-contractorbetween 1st of January 2008 and application submissiondeadline: (i) N contracts, each of minimum value V; or (ii) Less than or equal to N contracts, each of minimum value V, butwithtotal value of all contracts equal or more than N x V; (For Lot 1: N value is 2, V value is US$ 50 million, For Lot 2: N Value is 2, V value is US$ 40million );For the aboveand any other contracts completed and under implementation as prime contractor, JV member, management contractor or sub-contractor between1st of January 2011 and application submission deadline, a minimum construction experience in thefollowing key activities successfully completed :for Lot1: (i)averageminimum 1.6 millionm3 of earthworks /year in irrigation and drainage related projects; (ii) an average minimum 50 000 m3 / year of concrete canal liningworks; for Lot 2: (i) an average minimum1.4 million m3 of earthworks /year in irrigation and drainage related projects; (ii)an average minimum 36 000m3 / year of concrete canal lining works; .

Acomplete set of bidding documents in English or in Russian may be purchased by interested bidders on the submission of a writtenapplication to the address below and upon payment of a nonrefundable fee US$ 300 (three hundred US Dollars) or in or in Uzbek soumsat the rate of Central Bank of Republic of Uzbekistan at date of payment.
