REQUEST FOR EXPRESSIONS OF INTEREST

SOUTH KARAKALPAKSTAN WATER RESOURCES MANAGEMENT IMPROVEMENT PROJECT
IBRD Loan No. 8389-UZ / IDA Credit No. 5490-UZ
The Government of Republic of Uzbekistanhas received loan anda credit from the International Bank for Reconstruction and Development and the International DevelopmentAgency toward the cost of the South Karakalpakstan Water Resources Management Improvement Project, and intends to apply part of the proceeds for consulting services for "Monitoring and Evaluation" (M&E) and"Update and implementation of environmental and social safeguarddocuments".
The main objectives of theM&E consultancy are:
-Provide independent and continuous feedback to the implementing agencies on the project's performance andprogress in implementation;
-Monitor and provide feedback on the progress in meeting the project objectives, and assess its physical,agricultural, environmental, social, financial / fiscal, and economic impact;
-Monitor implementation of the mitigation measures specified in the Environmental Social Management Plan(ESMP) to address adverse environmental impacts of project activities;
-Monitor implementation of the resettlement action plan(s).
The main objective ofthe Update and implementation of environmental and social safeguard documents consultancyis:
-to provide assistance to the Ministry of Agriculture and Water Resources (MAWR) to update the projectsafeguards documentation in full compliance with the World Bank safeguards policy requirements. More specifically the activitieswill include;
-Updating the RAP, initially prepared in 2011 for the resettlement associated with the construction of theBustan Canal, taking into account socio-economic changes in the project areas and in the Republic of Uzbekistan in the past 4years. The update should follow the guidelines for such updates outlined in the initially prepared RPF and RAP. The update shouldinclude update to the census initially carried out in 2011.
-Conduct consultations with identified project affected persons (PAPs), based on the update to the RAP.Inform the PAPs about the resettlement and its timing;
-Set up and operate grievance redress mechanism.
-Set up and operate grievance redress mechanism. Provide quarterly and annual updates and analysis of theoperation of the mechanism;
-Prepare RAP(s), if needed under activities on the secondary canals, following the guidelines outlined inthe RPF. The RAP should be consistent in policy and context to the laws, regulations, and procedures adopted by the Government ofUzbekistan and the World Bank's operational policy on involuntary resettlement (OP 4.12) covering displacement, resettlement, andlivelihood restoration. Prepare communicationmaterials on the resettlement process and the GRM for the PAPs and ESMP (as part ofEnvironmental and Social Assessment and Management Plan- ESAMP);
-Prepare communication materials on the resettlement process and the GRM for the PAPs andESMP;
-Conduct consultations with identified PAPs under activities on the secondary canals, based on a census ofthe affected sites.
-Supervision of resettlement and livelihood restoration processes, as well as compensation payments duringthe project implementation;
-Provide regular updates and required reports on the resettlement process, including the GRM, to the MAWRand the World Bank task team. Reports on the resettlement and GRM should be submitted at least quarterly and may be requested morefrequently during the active stageof resettlement and compensation payments;
- to review the ESAMP dated March 2013;
- to update the ESAMP to reflect any possible changes in environmental background, institutional settings orproject scope that might have occurred since the ESAMP was prepared and disclosed in 2013;
- to monitor the implementation of the mitigation measures identified by ESMP to address adverseenvironmental impacts of project activities
The consultant will be expected to (i) make frequent site visits to ensure properimplementation of the resettlement process and (ii) accompany World Bank (safeguards) supervision missions. The communicationmaterials should be prepared in the language most appropriate for the PAPs (i.e. Uzbek, Karakalpak,Russian).
The Projects Implementation Unit for Water Infrastructure of the Ministry ofAgriculture and WaterResources now invites eligible consulting firms ("Consultants")to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that theyhave the required qualifications and relevant experience to perform the Services. Consultants may associate withother firms in theform of a joint venture or a sub consultancy to enhance their qualifications.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of theWorld Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World BankBorrowersdated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest andeligibility.
Consultants may associate with other firms in theform of a joint venture or a subconsultancyto enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will beevaluated jointly for the purpose ofshort listing and shall be jointly and severally liable for the assignment and shall sign the contractin case of award is made tothat JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of the partnersand sub consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliationwith" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firmmay decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture.Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partnerin a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in thesame selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more thanone consultant, but only in the capacity of a sub consultant.
A Consultant will be selected in accordance with the Quality and Cost BasedSelection method set out in the Consultant Guidelines.
A short list of companies will be identified based on the following selectioncriteria:
1. Year of the establishment of the company;
2. Overall experience in the field of monitoring and evaluation in similarprojects;
3. Experience in coordinating resettlement in theRepublic of Uzbekistan; Knowledge of theWorld Bank Safeguards policies, including OP 4.12 Involuntary Resettlement.
4. Experience in preparation and review of environmental assessment documents andenvironmental management plans, and monitoring of impacts;
5. Number of executed contracts on "monitoring and evaluation" in similarprojects;
6. Work experience in the region (CAR) in similarprojects.
The estimate duration of theconsulting services for project monitoring andevaluation assessmentsare is for a period of 6 years.
