The update shouldinclude update to the census initially carried out in 2011. -Conduct consultations with identified project affected persons (PAPs), based on the update to the RAP.Inform the PAPs about the resettlement and its timing; -Set up and operate grievance redress mechanism. -Set up and operate grievance redress mechanism. Provide quarterly and annual updates and analysis of theoperation of the mechanism; -Prepare RAP(s), if needed under activities on the secondary canals, following the guidelines outlined inthe RPF. The RAP should be consistent in policy and context to the laws, regulations, and procedures adopted by the Government ofUzbekistan and the World Bank's operational policy on involuntary resettlement (OP 4.12) covering displacement, resettlement, andlivelihood restoration. FIRMS SELECTION) MINISTRY OF AGRICULTURE AND WATER RESOURCES OF THE REPUBLIC OF UZBEKISTAN SOUTH KARAKALPAKSTAN WATER RESOURCES MANAGEMENT IMPROVEMENTPROJECT LOAN IBRD NO.?8389-UZ /CREDIT IDA NO. ?5490-UZ The Government of the Republic of Uzbekistan has received loan and credit forfinancing from the World Bank toward the cost of the "South Karakalpakstan Water ResourcesManagement ImprovementProject, and intends to apply part of proceeds for the contract on rendering of consulting services. The consulting services ("the Services") include ·       Preparation of detailed design for construction works and bidding documents,and also evaluation of bids with preparation of evaluation reports together with their agreement in authorized departments of theRepublic of Uzbekistan and the World Bank; ·       Technical assistance and training of personnel participating in projectimplementation (PIU for WI, BVO, MAWR); ·       Support and regular updating of database on South Karakalpakstan right bankpart on selection of annual works for O&M with the account of changing conditions; ·       Support for project management/implementation, assistance to PIU for WI/BVO ininstitutional structure, technical assistance, training, provision of the necessary facilities for project office, planning andcarrying out procurement, financial management, contract management and etc.; ·       Support to WUA in institutional strengthening and carrying out demonstrationworks; ·       Construction supervision on all contracts envisaged by theproject. ·       Support in implementation of environmental/social management plan,resettlement action plan. ·       Elaboration, agreement with management and training on O&M constructedunder the project I&D systems, creation of database on O&M for any personnel and beneficiary of theproject; ·       Conducting training program on institutional structure of WUAduring operationand after harvesting technologies; ·       Elaboration and agreement of report on projectclosure. The Projects Implementation Unit for Water Infrastructure of the Ministry ofAgriculture and WaterResources now invites eligible consulting firms ("Consultants") to indicate their interest in providing theServices. Interested Consultants should provide information demonstrating that they have the requiredqualifications and relevantexperience to perform the Services. Consultants may associate with other firms in the form of a joint venture or a sub consultancyto enhance their qualifications. The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of theWorld Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World BankBorrowersdated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest andeligibility. Consultants may associate with other firms in theform of a joint venture or a sub consultancyto enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purposeof short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is madeto that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of thepartners and sub consultants in their application. Unclear expression of interests in terms of "in association with" and/or "inaffiliation with" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, aconsultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in ajoint venture. Pleasenote that a firm shall submit only one EOI in the same selection process either individually as a consultantor as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a jointventure in the same selection process.A firm, if acting in the capacity of sub consultant in any consultantor JV, may participatein more than one consultant, but only in the capacity of a sub consultant. A Consultant will be selected in accordance with the Quality and Cost BasedSelection method set out in the Consultant Guidelines. A short list of companies will be identified based on the following selectioncriteria and maximumscores: 1)    Year of the establishment of the company (10 score); 2)    Experience in the detailed engineering design in similar projects (25 score); 3)    Experience in developingcountries (10 score); 4)    Experience in the preparation of bidding documents for procurement of goods, services and works in similar projects(25 score); 5)    Construction supervision in similar projects (30 score).
