The Republic ofUzbekistan has received financing fromthe World Bank toward the cost of the South Karakalpakstan Water Resources ManagementImprovement Project, and it intends to apply part of the proceeds toward payments under the contract for "Reconstruction ofRightBank Canal", (SKWRMIP/ICB/1-1). This contract will be jointly financed by the Republic of Uzbekistan. Bidding will be governed bytheWorld Bank's eligibility rules and procedures.
Brief description of the Contract:
The South Karakalpakstan Water Resources ManagementImprovement Project (SKWRMIP) is aimed to increase agricultural productivity in Beruniy, Ellikkala, and Turtkul districts ofRepublic Karakalpakstan.Project also will improve water resources management of irrigation and drainage infrastructure by means ofthe further improvement of reached result received under project DIWIP (Drainage, Irrigation and Wetland ImprovementProject).SKWRMIP places emphasis on the improved water management of combined irrigation system in general and on the irrigationaspects of the system in particular. Irrigation infrastructure of project is located in the South Karakalpakstan in lower reachesof the right-bank Amudarya. The Project area covers 100,0 thousand hectares of irrigated land.
The main Works to be carried out under SKWRMIP/ICB/1-1Contract shall include, inter alia, the following:
? Rehabilitation of Right-Bank canal inorder to provide the requireddischarge of 160 m3/s to theproject area by gravity flow;
? Reprofiling Right Bank Canal at 5 locations with increase of anembankment to necessary level for achievement of necessary discharge 160 m3/s;
Projects Implementation Unit for the World BankProjects, which is the implementing agency, under the direction of the Ministry of Agriculture andWater Resources, now invites bids from eligible bidders for the above mentioned contract and the bidding documents will beavailable for the interested bidders from 14 September2016. The construction period is expected to be around 12 months.
Bidding will be conducted through theinternational competitive bidding procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Creditsand Grants( January 2011 revised July 2014), andis open to all eligible bidders as defined in theseGuidelines.
Interested eligible bidders should meet,inter alia, following minimum qualification:
· A cash-flow requirement of USD $ 1 million, net of the Bidder's othercommitments;
· Minimum average annual construction turnover of US$ 5 million within the last 3 (three)years;
· Experience under construction contractsin the role of prime contractor, JV member, sub-contractor, ormanagement contractor for at least the last 3 (three) years, starting 1st January 2013;
· A minimum number of one similar contract with a minimum value of US$ 5 million that has been satisfactorilyand substantially completed by the bidder as a prime contractor, joint venture member, management contractor or sub-contractorbetween 1st of January 2013 and application submission deadline;
· For the above andany other contracts completed and under implementation as prime contractor, JV member, management contractor or sub-contractorbetween 1st of January 2013 andapplication submission deadline, a minimum construction experienceofthe bidder in the following key activities successfully completed: (i) average minimum 1 million m3of earthworks / year in irrigation and drainage related projects and (ii) an averageminimum 500 m3 / yearof concrete works for hydraulic structures.
Interested eligible bidders may obtainfurther information from and inspect the bidding documents from the Projects Implementation Unit for the World BankProjects at the address given below from 09:00 to 18:00 Tashkent time. Acomplete set of bidding documents in English language or in Russian language may be purchased by interested bidders on thesubmission ofa written application to the address below and upon payment of a nonrefundable fee US$ 300 (three hundred US Dollars)or in Uzbek soums at the rate of Central Bank of Republic of Uzbekistan at date of payment.

All bids must be accompanied by abid security of minimum 66000 (sixty six thousand ) US dollars or equivalent in any freelyconvertible currency to be calculated using the officialexchange rate, or the Uzbek som according to the exchange rate of Uzbekistan's Central Bank at the same date as the issue of thebid security, and be delivered to the address below by 10.00 hours on 26 October 2016 (Tashkent time). They will be opened in thepresence of bidders' representatives, who choose to attend. Late bids will be rejected.
