Therefore, all quotations received prior to the RFQ close date will be considered. 8) The Government will award an order to the responsible independent consultant(s) whose quote conforming to this notice represents the best value in terms of technical criteria, past performance and price. All non-price factors (technical criteria and past performance) are more important than price. If found advantageous, the Government reserves the right to make more than one award as a result of this solicitation. 9) The Consultant shall perform the tasks under this contract in MCC-eligible countries, in MCC offices in Washington DC as requested, and at his/her own facilities. 10) Evaluation Factors. Only quotes which meet the mandatory technical evaluation criteria will be considered. Candidates with preferred qualifications will be given additional consideration: Technical Evaluation Criteria: All mandatory qualifications described below must be addressed in a resume. Mandatory Requirements:• Experience working on and/or designing and implementing agriculture, agribusiness, irrigation (including water user associations), agribusiness and NRM projects in MCC eligible countries, • Demonstrated familiarity and experience with management and technical oversight of integrated large-scale irrigation investments that include hard and soft investments including agricultural productivity, access to markets, water user association capacity building, and water resources management;• Experience managing and implementing irrigation projects, including alternatives analysis and sustainable approaches to operations and management of systems by local communities and/or associations of water users;• Experience implementing and/or developing "climate resilient" agriculture projects and/or supporting activities, including mitigation and/or adaptation;• Familiarity with MCC model and approach to project development, design and implementation oversight;• Experience working in the private sector in crop, horticulture, and input supply industries;• Demonstrated experience assessing the positive and negative impacts of current laws, policies and regulations on the agriculture (including inputs), irrigation (including water user associations), agribusiness and NRM sectors and identifying changes that would enhance private sector investment in these sectors Preferred Requirements:• French language skills preferred. MCC reserves the right to interview the candidates. Past Performance: Three (3) professional references for relevant work performed during the past three years. Price: The government will examine the proposed rate for reasonableness. 11) Evaluation Methodology. The Government will perform a comparative analysis of quotes and will assess the advantages and disadvantages of each quote as related to the Evaluation Factors. Multiple awards may be made from this notice and all quotes will be retained and may be utilized for additional requirements for a period of 12 months. 12) Quote Deadline. Independent Consultants are invited to submit their quotations in response to this notice by 11:00 am Eastern Standard Time (EST), July 14, 2016. The maximum file size is 10mb. 13) Exclusion of Quotes and Communications. At any time prior to award, including upon receipt of quotes, the Government may exclude a quote from further consideration for reasons such as (but not limited to): non-compliance with instructions related to this solicitation; the quote is not among the most highly rated; or the quote is not likely to be selected for award. The Government need not notify an offeror that its quote has been excluded from further consideration nor need it provide the offeror with a pre-award debriefing. However, the offeror will be provided post-award notification and if requested, a brief explanation of the basis of the award decision. After receipt of quotes, the Government will conduct an evaluation. The Government intends to evaluate quotes and issue a contract/ order without communications with offerors. However, during the evaluation process, the Government may, solely at its discretion, communicate with an offeror for any purpose, such as to gain a better understanding of the quote. As a result of such communication, the Government may allow offerors to submit quote revisions. If quote revisions are allowed, the Government may, solely at its discretion, impose non-common due dates for the revisions. In other words, the Government may elect to have a quote revision date for an offeror that is different than the quote revision date for another offeror(s). The Government need not conduct communications with all offerors. Rather, the Government may, at its discretion, conduct communications with one or only some offerors. Furthermore, the Government need not permit all offerors to submit quote revisions. The Agriculture Research Services seeking the purchase of agrochemical and seed data for 2014 for 46 countries. The 2014 data, which includes pesticides data on major crops in the United States from reputable survey sources, would allow us to satisfactorily move our pesticide data for the productivity accounts forward (taking advantage also of available comparable quality data from NASS and USGS) in the absence of Doane (now Gfk) pesticides data. The data would also be used in ongoing work on analysis of trends in international pesticide use and analysis of drivers of such pesticide use, and on work on international competitiveness, incorporating pesticide use as a factor of production. The contractor must provide data on crop protection (pesticides) and seed. The pesticides data set includes information on: 1) product or brand of pesticide by area treated, sales, and quantity used; 2) active ingredient by area treated, sales, and quantity used; and on manufactures, by area treated and product sales. The pesticide data set covers 14 crops; cereals, corn, rice, soybeans, oilseed rape, sunflower, cotton, sugarcane, sugar beet, pome fruit, potatoes, vine, other fruit &vegetables, and other crops. The 46 countries covered include, along with the United States, all major crop producers in the world. For example, the data set would provide information on pesticide use by type of pesticide-- herbicide, insecticide, or fungicide-- by corn producers in the United States, and for Argentina, China, and France and all major producers of corn in the world. And, it would provide use on GM (genetically modified seed use by source) seed used in corn production in these countries. The USDA, Agricultural Marketing Service (AMS), Commodity Procurement Staff, intends to procure meat testing services for the meat procured for the National School Lunch Program and other Federal food and nutrition assistance programs. The proposed meat testing requirement will be for a one-year period with four one-year option periods. The geographical location(s) of the testing laboratories is undetermined as of this time. The Government is flexible as to laboratory locations as long as they can meet the timely sample testing requirements of AMS meat suppliers who are located in various locations across the United States. The contractor(s) will be required to provide microbiological and fat testing for the AMS ground beef, boneless beef, and other AMS purchase programs. Contractors will be responsible for the analysis of data and reporting of results for those programs. The following are the tests that will be required: A. Microbiological Testing Testing for all microbes as specified within the applicable AMS Federal Purchase Program Specifications. Tests will be done for both presence and quantification level microbes. The following tests will be required: 1. Aerobic (standard) Plate Count (APC) 2. Total coliforms Petrifilm 3. The accreditation body must have technical expertise in the fields of biological/microbiological and chemical testing of meat and meat products. The USDA intends to award multiple firm-fixed-price IDIQ (indefinite delivery indefinite quantity) commercial contracts for this effort. This solicitation defines a requirement for the National Institute of Food and Agriculture (NIFA), the U.S. Department of Agriculture (USDA), Office of Extramural Programs located in Washington, DC. NIFA has a need to demonstrate the value of the programs to stakeholders and to strengthen USDAs Research, Education and Economic (REE) focus on evidence-based decision-making, Identify research gaps and areas of improvement; and Leverage the visibility and accountability of capacity programs by an independent review.
