DFID is seeking to commission a programme to deliver a suite of Agricultural and Nutritional open data research and capacity-building activities under the Global Open Data for Agriculture and Nutrition (GODAN) initiative, which was officially launched by DFID’s Secretary of State at the Open Government Partnership (OGP) Summit in October 2013. The successful supplier will be responsible for the delivery of research and technical support on the following themes: • Developing and reconciling international agricultural and nutritional open data standards/interoperability of systems; • Development of new tools and methods to evaluate the impact of open data initiatives and investments; • Building the capacity of potential agricultural and nutritional open data users through research into user demand and the barriers and incentives to greater engagement, training events and mentoring programmes. The research and capacity-building efforts of this programme will produce data which is a global public good accessible to decision and policy makers, GODAN public and private partners, national governments, civil society organisations, DFID advisors, the research community and media. The research will help strengthen user engagement with open data as well as to enhance accessibility and availability to ensure that the ‘digital divide’ between those who do and don’t have access to technology doesn’t exacerbate inequalities.

DFID 7373 Independent Auditor for the Comprehensive Agriculture and Rural Development Facility (CARD-F) Phase 2, Afghanistan

Actual CPV code is ‘75211200 Foreign Economic-Aid Related Services’. CARD-F is an agricultural value chains development programme that aims to generate jobs and increase incomes. Under Phase 1 (£30m over five years from 2009 to 2014), it delivered five integrated Economic Development Packages (EDPs) at district level in the provinces of Balkh, Badakhshan, Nangarhar and Helmand. EDPs provide a mix of infrastructure, technical assistance, and grants to farmers and entrepreneurs to help develop agricultural production, value addition and access to markets. CARD-F Phase 2 is designed to scale up the support for EDPs, increasing the number of provinces covered and developing additional value chains. It is also aimed at consolidating CARD-F’s role both as a key component of the Government of Afghanistan’s development of the Agricultural Sector, and as a lead programme in the sector for delivering economic development in rural areas. DFID Afghanistan is seeking a supplier or “Independent Auditor” (IA) to conduct independent audits of the CARD-F programme. The services of the IA are required by DFID to provide assurance that funds are used for their intended purposes and to collect and verify information to inform the continual improvement of CARD-F during the lifetime of the programme. The audits will look at the following functions: 1. Finance 2. HR 3. Procurement 4. Grants Management 5. M&E Systems The IA will work closely with the MU, TA, ITR and EP ensuring work is complementary and repetition minimised.

DFID 7208 Support to Uganda's Response on Gender Equality (SURGE)

The goal of the programme is to promote equal access by women and girls to development opportunities and a life free from violence. The programme will span 5 years and support the Government of Uganda (GoU) to integrate gender and equity in Public Finance Management (PFM) in compliance with Uganda's PFM Act (2015). The programme will also support selected NGO's to provide Gender Based Violence (GBV) prevention and response services. To deliver the PFM components, the programme will target six sectors: Education, Health, Agriculture, Justice, Law and Order Sector (JLOS), Energy and Mineral Development and Trade/Industries and Cooperatives. To deliver GBV prevention and response services, DFID will fund three NGO's through the successful contractor to implement the programme for 13 districts. The Service Provider (SP) will implement a programme to promote gender equality in Uganda through the provision of technical assitance and capacity building support to the GoU (paticularly the Ministry of Finance, Planning and economic Development; The Ministry of Gender, Labour and Social Development; and the Equal Opportunities Commission) for implementing gender equityin Public Finance Management. The SP will also provide technical backstopping support and grants management to 3 NGO's (Action Aid, Mifumi and the Centre for Domestic Violence Prevention) to provide GBV prevention and response services in 13 districts.
