ASSIGNMENT TITLE: CONSULTANCY SERVICES TO PROVIDE TECHNICALBACKSTOPPING ON FISHERIES INFORMATION SYSTEM

The United Republic of Tanzania has receivedfinancing from the World Banktoward the cost of the South West Indian Ocean FisheriesGovernance and Shared Growth Program (SWIOFish), and intends to apply part of the proceeds for consultingservices.
The services ("the Services") include but are notlimited to:
For Tanzania mainland (Ministry of Agriculture Livestock and Fisheries -MALF)
Part 1: Improvement of design of Catch Assessment Survey (CAS), including:
a) Reviewthe design of the old CAS Database and provide clear and concise instruction on changes to be madeby the database developer in allthe modules of the database to ensure that the estimation process is coherent with FAO recommendation for sample based fisheriesdata collection;
b) Provideclear and concise instruction to the data base developer how to calculate the relative error at 90% probability level and toconsider the veracity of the for the estimated monthly average CPUE and the estimated monthly total catch,etc.
Part 2: Improvement of data collection protocols, dashboard and related training,including:
a) Providetechnical advice on the keyfishery indicators and reports to be provided by the CAS;
b) Checkthe existing sampling design for CAS including the subsampling methodology, stratification, speciesselection, speciesidentification and priority fishery identification(amongst others), etc.
For Zanzibar (Ministry of Agriculture, Natural Resources, Livestock and Fisheries -MANRLF)
Improvement of design of CAS database, data collection protocols, dashboard and relatedtraining, including:
a) Providetraining on sample based fisheries data collection and statistics for senior staff of MANRLF using the International trainingcourse developed by FAO;
b) Providetechnical advice on the development of a training course on fisheries data collection for District Fisheries Officers, taking in toaccount the training material already developed by mainland Tanzania;
c) As formainland review fisheries catch data collection protocol (based on sample based statistical approaches andtechniques);
d) As formainland, provide technical advice on a new and appropriate CAS methodology that includes the subsampling methodology,stratification, species selection, species identification and priority fishery identification (amongstothers);

TheMinistry of Agriculture Natural Resources Livestock and Fisheries Zanzibar now invites eligible Individual Consultants ("Consultants") to indicate their interest inproviding the Services. Interested Consultants should provide information demonstratingthat they have the required qualificationsand relevant experience toperform the Services. The short listing criteria are:
a) AUniversity degree or equivalent in a discipline related to fisheries management or fisheriesstatistics;
b) Atleast 10 years of demonstrable experience working in a fisheries and/or natural resources, small scalesample based fisheries datacollection. Experience specifically in the development of Fisheries Information Systems and ARTFISH will be an addedadvantage;
c) Biostatistician with at least 7 year experience in sample based data collection for small scalefisheries;
d) Workingexperience in Ms Access database development;
e) Profound knowledge of FAO recommendation for small scale fisheries statistics and datacollection;
f) Wide experience and interaction with regional and international projects as well as good networks in fisheries datacollection;
g) Abilityto communicate effectively in English both orally and in writing; and
h) Strongreport writing and analytical skills are required.
The attention of interested Consultants is drawn toparagraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [underIBRD Loans and IDA Credits & Grants] by World Bank Borrowers 2011 ("Consultant Guidelines"), settingforth the World Bank's policy on conflictof interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method (IC) set outin the Consultant Guidelines.
