The Republic of Tajikistan has received financingfrom the World Bank to support commercialization of agriculture by strengthening theability of the new generation of small-scale, private farmers to engage in commercialization activities with the agribusinesssector and gain access to markets, and intends to apply part of the proceeds for consultingservices.
The Value Chain Development andTraining/Advisory Service Provider (VCDTA-SP) should be specialized in value chain development of agricultural commodities, as wellas training and advisory services to private sector operators: farmers, agribusinesses and traders to improve their operationalperformance and financial results.
The consulting services will be supporting theAED PMU in implementation of Sub Component 1.1: Value Chain/Productive Partnership Development, Sub Component 1.2: Training andAdvisory Services, as well as in relevant activities of Sub Component 2.2: Commercialization Grants.
TheVCDTA-SP will be a chartered international consulting company with a track record of at least five yearsin successful Value Chain Developmentoperations/projects and private sector development, including in Transition Countries, and,preferably, in Central Asia.
Thecompany's curriculum will need to show its ability in capacity building of national homologues, as it will be expected tocollaborate with and train the national consulting industry. The VCDTA-SP will provide a Lead Consultant(Team Leader), 5-6 Value Chain international technical specialists - one for each of the value chains promoted by the project, - aswell as expertise in training of farmers and provision of advisory services (sales and marketing specialists, agronomists,financial managers, cooperation specialists, food safety and quality specialistsand other relevant expertise) to agribusinesses.
The Ministry of Agriculture of the Republic of Tajikistan now invites eligible consulting companiesto indicate their interest in providing the services. Interested consulting companies must provide information indicating that theyare qualified to perform the services (brochures, description of similar assignments, experience in similar conditions,availability of appropriate skills among staff, etc.). The shortlisting criteria are:
· Extensive and demonstrated professional experience in the areasofagribusiness, food technology, food quality and safety, value chain development and other relevant areas, including in developingand transition countries, and in Central Asia;
· Demonstrated experience in implementing similar assignments,supporting private sector commercialization activities, advising agribusinesses, developing farmer cooperation and connectingfarmers to value chains;
· Demonstrated experience managing complex programs and technicalstaff;
· Demonstrated experience in capacity building of national staffandcompanies;
· Staff with working knowledge of English, and at least limitedknowledge of Russian;
· Working experience in Tajikistan and CIS will be considered anasset.
The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans andIDA Credits & Grants by World Bank Borrowers dated January 2011, setting forth the World Bank's policy on conflict ofinterest and eligibility.
Consultants may submit their REOI as an individual firm or in association in the form of a jointventure or sub-consultancy. All the members of the joint venture shall be jointly and severallyliable for the entireassignment. However, the experience of sub-consultant will not be considered whileshort-listing. A Consultant will be selected in accordance with the Quality and Cost-based Selection method set out in theConsultant Guidelines.
