Invitation for Bids International Competitive Bidding MAURITIUS Central Electricity Board CPB-20-2015 Redevelopment of Saint Louis Power Station-Design, Supply, Installation and Commissioning of Diesel Power Plant of Capacity 60 MW ± 10% (unit size shall not be less than 15MW). 1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online and on the African Development Bank Group’s Internet Website. 2. The Republic of Mauritius has received financing from the African Development Bank in US Dollar (USD) towards the cost of Redevelopment of Saint Louis Power Station-Design, Supply, Installation and Commissioning of Diesel Power Plant of Capacity 60 MW ± 10%. It is intended that this loan will be applied to eligible payments under the contract for Redevelopment of Saint Louis Power Station-Design, Supply, Installation and Commissioning of Diesel Power Plant of Capacity 60 MW ± 10%. The unit size shall not be less than 15MW. 3. The Central Electricity Board (CEB) now invites sealed bids from eligible bidders for the Redevelopment of Saint Louis Power Station-Design, Supply, Installation and Commissioning of Diesel Power Plant of Capacity 60 MW ± 10%. The Unit size shall not be less than 15 MW. 4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the CEB’s Registry, Royal Road, Curepipe, Republic of Mauritius between 9.00 to 15.30 hrs Mauritian Time. 5. A complete set of Bidding Documents in English in CD format may be purchased by interested bidders by calling at the Registry of the CEB, Royal Road, Curepipe, Mauritius, from 9.00 hrs to 15.30 hrs, and upon payment of a non-refundable fee of MUR 7,000 plus VAT (for local bidders) or USD 210 (for overseas bidders) through either telegraphic transfer directly to the CEB into the following Bank Account or by cash or Bank Cheque issued by a local Bank operating in Mauritius. The fee shall be net of all bank charges. Bidders shall thereafter inform the Chairman Tender Committee on ctc@ceb.intnet.mu with proof of evidence as soon as the fee has been banked. The CEB will then provide a dedicated Login and Password to allow bidders to download the document from a Restricted Login on the CEB’s website. Bids shall be addressed to the Chairman, Central Procurement Board and clearly marked “CPB-20- 2015 Redevelopment of Saint Louis Power Station-Design, Supply, Installation and Commissioning of Diesel Power Plant of Capacity 60 MW ± 10%” in sealed envelope must either be delivered or sent by registered post or Courier Service to the address listed below on or before Thursday 01 October 2015 at 13.30 hours (Mauritian time) at latest. 1st Floor, Social Security House Julius Nyerere Avenue Rose Hill Republic of Mauritius Electronic bidding shall not be permitted. Late bids will be rejected. 8. Bids will be opened in the presence of bidders or their representatives who choose to attend in person at the address mentioned above on Thursday 01 October 2015 at 14.00 hrs (Mauritian Time). The bids must be accompanied by a Bid Security of an amount of MUR 70,000,000 issued by a commercial Bank operating in Mauritius. 9. A pre-bid meeting and site visit have been arranged on Tuesday 04 August 2015 at 10.30 hrs Mauritian Time at Saint Louis Power Station, Plaine Lauzun.
