An agreement for the leasing of 7 multi-function machines for the Norwegian Agriculture Agency's offices in Oslo and 1 multi-function machine for the Norwegian Agriculture Agency's in Alta.
Based on previous consumption, the Norwegian Agriculture Agency (henceforth also referred to as the contracting authority) estimates the contract value to NOK 1 800 000, excluding VAT during the entire contract period. The current consumption of copies/prints for 8 machines is approx. 50 000 A4 black/white copies and approx. 50 000 A4 colour copies. The consumption of A3 copies is moderate. The estimates are based on previous consumption and the volume will vary in accordance with requirements during the agreement period.
The purpose of the contract is to conclude an agreement on the purchase of occupational health services to our Oslo office. About. 190 Agriculture Directorate ca. 220 employees associated with this office. We want an active partner which can help to keep us updated on recent research and provide input to action so that we reach our IA objectives.
Among the services we want are:
• Ergonomic studies (as required)
• Advising on sick leave cases (as required)
• Follow-up during crises or conflicts and such like. (as required)
• Assistance in AKAN work (if needed)
• Assistance in indoor climate issues (if needed)
• Training (including courses in first aid and safety courses as specified in the price matrix)
• Participation in AMU meetings (as needed - up to 4 per year)
• Any access to a mobile solution (APP) for recording and reporting on employee training to use in directorate training campaign
We also refer to Appendix 1 "Description of aid" for a detailed description of the desired services.
The Norwegian Agriculture Agency would like a manager development programme for our manager groups:
— Resource and Area Department with 1 department director and 4 section managers.
— Agriculture Production Department with 1 department director and 4 section managers
— Trade and Industry Department with 1 department director and 5 section managers.
— Reindeer Husbandry Department with 1 department director and 3 section managers.
— The top manager group with the managing director and 5 department directors and 1 communication director.
The Norwegian Agriculture Agency has recently carried out a pilot project for manager development in the Administration Department. There will mainly be a need for follow-up in this department.
The framework agreement also comprises follow-up of each individual manager group (including the Administration Department) after the manager development programme has been completed.
In addition there can be a need for consultancy services outside the manager development programme, for example, for evaluating the work and guiding managers as regards their managerial role (coaching).
The development of agriculture and husbandry based growth and value creation was in the present form established in 2015 and consists of several previously standalone applications. The development program will create growth and value in local food, tourism, reindeer husbandry, Inn at the yard, inland fishing and other rural industries based on agricultural resources. The program will stimulate increased profitability and competitiveness through the three action areas as seen in figure 1.

The three action areas are finance, expertise and reputation building. That's Growth scheme to be evaluated this time, that is only part of the overall development program.
The contract for the operation of a technical platform, system portfolio, network, internet etc. (operations contract) with EVRY Norge AS (EVRY) dated 23.11.2011 expires 5.12.2017.
The Norwegian Agriculture Agency shall procure an additional services from EVRY from the date the contract expires until 5.12.2018, which shall cover the preparation of the system portfolio for the transition to cloud services, stable operation and preparation and completion of the operations contract.
The operations contract mainly covers the following services:
— Hire of relevant data power and basic software, premises and other infrastructure etc.
— The service area ‘network, internet, firewall etc.’ includes, amongst other things, communication between the Contracting Authority and the Supplier — 1 Gbps, internet access, mail relay, VPN-communication with the Norwegian Government Agency for Financial Management (SSØ), dedicated communication with the FRI-network (2 Mbps) (a network that is used by the county governors), VPN-communication with the supplier of auction services on the internet and remote operation of a firewall that is located in the Contracting Authority' premises.
— The service area ‘consultancy’ includes reviews and assessments that can be significant for the Norwegian Agriculture Agency's use of ICT or assessments of new systems, strategic questions, assessments of options, consequences, risk or error situations.
— The service area ‘operation’ includes, amongst other things, the daily management of EVRY's platform, the system portfolio and operational activities that are governed by, amongst other things, routines at EVRY, activities that are triggered by orders/requests from the Norwegian Agriculture Agency or EVRY and activities that are triggered by an Event Warning.
— Handling changes concerns administrative changes that affect the Contract, changes in the system portfolio, or in the Contracting Authority's or the Supplier's platform.
— Handling events in error situations categorised as Serious or Critical.
— Other services and requirements including, amongst other things, assistance with troubleshooting etc., extended stand-by, consultancy services, cooperation with third party suppliers, changes in the extent of operations, project activities, access to logs, orders and the error message service, agreed service level and the preparation of documentation and operation specifications.
— Operation of office suite tool including, amongst other things, telephony, exchange and a home office system.
A sub-supplier will strengthen the infrastructure systems at EVRY Norge AS.
The procurement includes the procurement of sales and market data with respect. ecological agricultural products.
Turnover Data for organic products must have a level of detail and content that it will be possible to monitor / supervise the sale of organic agricultural products by compiling sales data for all products, the total for Norway. Price history of organic products and sales at chain level must be stated in the sales data. Turnover data shall be divided into various chains - wide assortment, low cost, convenience store. Turnover data shall also be able to analyze organic low-fat milk with respect. distribution level, geographical distribution mm.
Agriculture Directorate also needed data for some selected products: cheese, yogurt and chicken. The data will be used to observe the sales terms. quantity regularly.
It is crucial that the data compiled on the same basis of calculation in order to observe the development, fluctuations and other changes in turnover.
The objective of the procurement is to have park and garden waste ground in periods where REN does not have enough capacity with their own employees and machinery. For further information see Annex A.

Procurement purpose is to make Natural Disaster compensation scheme known in the population, and acquaint the Agriculture Directorate administers it. Residents who are exposed to natural perils events should know where they turn for information and apply for a replacement. They should understand their rights and be able to complete the application. Agriculture Directorate shall be able to meet users' needs in daily operations. Agriculture Directorate wishes to recruit a supplier that can contribute to effective and good communication with our audiences and make the new scheme known.
To become a more "clear and visible directorate in close contact with the users' wishes Directorate of Agriculture to increase awareness of and knowledge about us and our work and to strengthen our relationships with key audiences. One of the measures is to make a presentation film on Agriculture Directorate.
We envision an image-based animation at about 1:30 minutes to give viewers insight into who Agriculture Directorate, why we exist, Agriculture Directorate social mission and our contribution to value creation.
The idea is to let the pictures be a kind of collage which together tell the story of the three value chains our administrative tasks it is facing. The pictures will be followed by a spoken word that presents Agriculture Directorate, our job portfolio. It is essential that the applied images will not be remunerated as intellectual property. So is there ever a desire to buy professional photo services.

About the procurement
The contest concerns an agreement for the purchase of cleaning services for The Norwegian Agriculture Agency's office premises at Stortingsgaten 28, 0161 Oslo.
The agreement also contains an option for the Contracting Authority to purchase cleaning services for office premises at Løkkeveien 111, 9510 Alta and the flat for employees at Løkkeveien 111, 9510 Alta. The option will be able to be used for example during holidays or absences of the Contracting Authority's employees that carry out the cleaning and to execute regular cleaning. The premises are rented and co-located in a building in Oslo and in a building in Alta. Combined cleaning area.
