The Government of Mozambique has received a Credit fromthe International Development Assoc iation - IDA (World Bank) to cover part of the cost related to implementation of the IntegratedAgriculture and Natural Resources Ma nagement Project and intends to apply part of the funds for the payment of expenses related tohiring a Procurement Specialist who w ill assist the Ministry of Land, Environment and Rural Development (MITADER)in respect ofprocurement activities within the Agricult ure and Natural Resources Landscape ManagementProject(ANRLMP).
The main objective of the Procurement Spe cialist position is to ensure the design andprocurement systems implementation, in a considerable timeframe, and ensure ProcurementPlan is in line with the projectactivities and updated, as well as the illegible contracts for payment through available funds mad e available from the World Bank.The procurement specialist should also ensure improvement of the project procurement performance, b y increasing the efficiency ofplanning and the processing of contracts under the Projects through training, supervision and hand-ho lding support to the MITADERProcurement Staff.
Thus, MITADER invites Individual Consultants to submit th eir applications to thisposition. The Procurement Specialist will be responsible for, but limited to:
Organizing and mana ging the operations ofprocurement (bidding) consulting services, goods and works towards the implementation of project activities;
Developmentof the procurement handbooks;
Supervision of all procurement operations.
The consultantshould have Bachelor’s Degree or equivalent of an advanced degree with a major in a relevant discipline (e.g. E ngineering,Law, Economics, Procurement, Finance, Business or Commerce), 7 years’ experience in procurement and at least 5 yea rs in BankFinanced Procurement procedures, domain including computer packages suitable for the preparation of business plans, goodorganizational skills, fluent in Portuguese both written and spoken; and good knowledge of English as a workinglanguage.
The consultant will be selected in accordance to the World Bank procedures defined in the &ldquuo;Guidelines: S language.

The criteria forevaluation of Expressions of In terest are: (i) Experience in projects financed by the World Bank, (ii) Experience in PreparationTender Documents, including contra cts, (iii) Experience in Evaluation Contests (iv) Knowledge of English and Portugueselanguages.
The dura tion of the initial contract is eighteen (18) months. The extension will besuccessive periods of the same period and will be subjec t to satisfactory performance of the hired candidate.
