South Kazakhstan Water Supply Project

The Government of Kazakhstan applied to European Bank for Reconstruction and Development (EBRD) for a loan to support restoration of irrigated lands in Aktobe, Zhambyl and South Kazakhstan Regions (the Project) by rehabilitation of water supply infrastructure in these regions. Rehabilitation will mainly include replacing of outdated water canals in the areas where infrastructure exists to increase water supply efficiency and reduce leakages, as well as  construction of new water canals in the areas where water supply infrastructure does not exist.

The Project, which has a total estimated cost of USD 180 million equivalent, will be implemented by the Republican State Enterprise "Kazvodkhoz" and will require the procurement of the following goods, works and services:

  • Selection of General Management Company, which will be responsible for provision of support to RSE "Kazvodkhoz" in management of the Project, conducting open tendering for selection of contractors for performance of works under the Project in accordance with EBRD's Procurement Policies and Rules, including preparation of technical requirements and tender documents in the EBRD’s format, as well as assistance in monitoring of signed contracts and conducting reporting activities under the Project;
  • Selection of Construction Supervision Company, which will be responsible for performing technical supervision over the works performed by the contractors;
  • Procurement of works for replacing of outdated water canals and construction of new water canals in the above three regions of Kazakhstan.

Selection of General Management Company is expected to begin in the Ist quarter of 2017, while tendering for other contracts - in the 3rd - 4th quarter of 2017.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Selection of Design Consultant

The Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website: 7 December 2016.

The Project, which has a total estimated cost of USD 180 million equivalent, will be implemented by the Republican State Enterprise "Kazvodkhoz" of the committee of Water Resources, Ministry of Agriculture of Republic of Kazakhstan (RSE "Kazvodkhoz" or the Client).

Design and estimate documentation for Aktobe Region is ready. Design and estimate documentation for other regions shall be prepared under this assignment, as follows:

  • Zhambyl Region:
    • Reconstruction of water supply and irrigation systems and facilities in Zhambyl, Baizak, Korday, Merke, Zhualinski and Shu districts;
  • South Kazakhstan Region:
    • Construction of watermain and pumping station in Zhaushykumskyi area of Shardara district;
    • Reconstruction of inter-farm canals in Ordabasy district;
    • Reconstruction of Shaulderskiy feeding channel in Otyrar district
    • Reconstruction of internal collector-drainage networks of Shaulderskiy area in Otyrar district.

The main objectives of the assignment are:

  1. Preparation of design and estimate documentation for construction and reconstruction of the above water supply systems and facilities,
  2. Facilitation of design and estimate documentation’s passing through the State Expertise bodies of Kazakhstan;
  3. Designer’s field supervision of the water supply systems and facilities.

The design and estimate documentation shall be based on the best global practices with the application of new technical solutions and technologies, as well as in line with the legislation of Republic of Kazakhstan in force. The Consultant should indicate standards applicable in Kazakhstan and international industry standards. The design documentation shall reflect EBRD’s environmental and social requirements.

The assignment is expected to start in III Quarter of 2017.

The contract will be financed from the EBRD loan and consulting firms from any country are eligible for shortlisting and selection.

The Consultant may be any design bureau, firm or their association having experience in preparation of designs for construction and reconstruction of water supply and irrigation systems and facilities, as well as experience in preparation of design and estimate documentation in accordance with regulatory documents of Kazakhstan.

The Consultant should demonstrate availability of qualified and experienced designers, engineers, financial and other experts in the fields related to construction and reconstruction of water supply and irrigation facilities, capable of proposing innovative technical solutions and advanced technologies in this area, as well as experts who know the requirements of the legislation of the Republic of Kazakhstan and the procedure for passing state expertise.

Shortlisting of candidates will be made on the basis of information provided in their Expressions of Interest. In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

  1. company profile, specialisation, organisation and staffing;
  2. details of experience or similar assignments undertaken in the previous five years, including their locations;
  3. CVs of staff who could be available to work on the assignment with detailed description of similar assignments and projects.

The above information should not exceed 25 pages.

Expression of Interest shall be prepared in both, English and Russian languages.  Original and 2 hard copies of the Expression of Interest in English, 2 hard copies in Russian and electronic copies in English and Russian (on CD-ROM or other electronic media) should be packed in one envelope marked "EXPRESSION OF INTEREST for EBRD project: South Kazakhstan Water Supply Project.   1. Performing duties of the Project Implementation Unit (PIU), including:
  • project management,
  • procurement management in accordance with the EBRD rules, organisation and conducting tenders for performance of works and supply of goods and related services under the Project, preparation of tender documents, evaluation reports, contracts and other documents in English and Russian languages using EBRD’s standard forms,
  • contract monitoring, disbursement of loan funds for financing contracts and financial reporting under the Project,
  • provision of legal support to the Project, ensuring observance of legislation of Kazakhstan,
  • provision of organizational and technical support to the project.
  1. Technical supervision of works performed by contractors under the signed contracts, acting as an Engineer in accordance with provisions of FIDIC contracts (Red Book, Yellow Book).

The assignment is expected to start in III Quarter of 2017 and last about 3 years.

The contract will be financed from the EBRD loan and consulting firms from any country are eligible for shortlisting and selection.

The Consultant may be any firm or their association having experience in implementation of the similar assignments, including:

  • working experience as project implementation units or management consultants under the projects financed by the EBRD, World Bank or other international financial institutions (IFI);
  • experience in performing technical supervision of works in the field of irrigation, water supply and/or water disposal, preferably including relevant experience in this area in Kazakhstan or neighbouring countries with similar legislative requirements to irrigation works.

The Consultant should demonstrate availability of the qualified specialists adequate to the requirements named below, for the following key positions:

  • Team Leader – higher education in engineering, law or economics, overall working experience - not less than 15 years, including at least 7 years as a team leader or manager, working experience as a member of project implementation units or as a consultant under the projects financed by the EBRD, World Bank or other IFI - at least 5 years, knowledge of IFI’s requirements to project management.
  • Procurement Specialist - higher education in engineering, procurement or law, overall working experience - not less than 10 years, experience as a procurement specialist under the projects financed by IFI – not less than 3 years.
  •  Disbursement Specialist - higher education in finance, overall working experience in accounting and finance – not less than 10 years, experience as a disbursement specialist under the IFI projects -  not less than 3 years.
  • Technical Supervision Engineer - higher education in engineering, overall working experience as an engineer - not less than 15 years, experience in conducting technical supervision of works – not less than 5 years, including as an Engineer under the FIDIC contracts – not less than 3 years.
  • Irrigation Engineer (local) - higher education in engineering, overall working experience as an engineer - not less than 15 years, including not less than 10 years in water supply and irrigation, experience in technical supervision of irrigation systems in Kazakhstan – not less than 3 years, good knowledge of technical norms, standards and requirements of legislation of Republic of Kazakhstan.
