The goal of BAGRI is to support Government of Bihar in enabling sustained and inclusive agricultural growth leading to poverty reduction. The purpose of the programme is that the performance of agriculture sector in Bihar improves significantly to reflect higher private sector investment, higher production and higher price realisation by farmers. The programme supports and complements Government of Bihar (GoB) for supporting the implementation of the Bihar Agriculture Road Map 2013-17. The projectwill cover drought- and flood-prone areas and the agriculture sector will be at the core of the SLACC project. The SLACC will bringa comprehensive risk management approach to livelihood planning and implementation in the NRLM/NRLP, so that climate change impactson livelihoods are mitigated. 2.    The SLACCproject with US$ 8 million grant from the Global Environment Fund's (GEF) Special Climate Change Fund (SCCF) aims to support NRLMand intends to apply part of the grant proceeds to make payments under the contract for the following consulting  services "Selection of Consultant as Lead Technical Support Agency (LTSA) on Climate Change and Adaptations" ; 3.    Background: The SLACC project willbe implemented in 2 states (Bihar and Madhya Pradesh) of the NRLM/NRLPreaching about 200 villages corresponding to approximately 10 blocks till June 2018. Ministry of Rural Development, Depart of Rural Livelihoods,  is the key implementation agency and National Rural Livelihoods Promotion Society(NRLPS) under the MoRD would beresponsible for management, supervision, guidance and technical support. The NRLPS will coordinate with the State Rural Livelihoods Missions (SRLMs) for smoothimplementation of the SLACC project and also be responsible for the development of a strategy for scaling-up climate adaptationinterventions within the NRLM. 4.    It is envisaged thatan LTSA will be requiredfor successful implementation of the SLACC project. The role of the LTSA includes: (i) development of planning andknowledge tools;(ii) strategic technical and operational support; (iii) training and capacity building; and (iv) policy inputs, documentation andsharing lessons. The LTSA will position two climate adaptationexperts at the NMMU and one expert in each of the SRLMs to providehigh-quality technical guidance and leadership. In addition the LTSA will provide thematic experts as required. 5.    Scope ofWork: The scopeof work includes but is not limited to ·        Develop climate adaptation planning and monitoring tools with an accompanying operational manual for use by communityinstitutions; ·        Provide technical support to the implementing partners in the states for the development and implementation of theCommunity Climate Adaptation Plans; ·        Identify technical service provider organizations and develop the design of technical solutions in the areas ofagro-advisories, weather index insurance and climate resilient agriculture, in collaboration with the NRLPS/SRLMs; ·        Identify areas for which Technical Service Providers (TSPs) need to be hired bySRLMs, develop Terms of Reference, andcoordinate with the TSPs afterhiring to ensure quality outputs; ·        Develop training curriculum and deliver training to staff and communities on climate change adaptation approaches inlivelihoods; ·        Prepare documentation, training and communications materials and knowledge products  for sharing of lessons and dissemination 6.   Outputs/deliverables: The outputs from the consultancy include manuals, toolkits, training curriculum and otherdocumentation. The prominent feature of the LTSA's delivery will have to do with demonstrating the 'how to' of climate changeadaptation  in collaboration with other players. 7.   Invitation: MORD, now invites eligible firms ("Consultants") to indicate their interest in this assignmentand provide relevant information on their institutional expertise, qualifications and relevant experience to perform theseServices. The key short listing criteria are: a.   should have been registered with organizational set-upand structure with at least three years of existence ( Provide copy of registration  certificate) b.   Theconsultingfirms/agencies/organizations must have an annual turnover of INR 2 Crore averageturnover in the last three financial years.Audited statements must be attached with the EoI submission. c.    Multidisciplinary technical team and expert staffavailability for the assignment d.   The consultingfirms/agencies/organizations  should have solid experience in engaging and providing technical support tocommunity based livelihoods projects that have a focus on climate change adaptation and community planning, agriculture, naturalresource management, forestry etc. ( attach latest copy of organization profile/ brochure ) e.   Experience in designand delivery of capacity building programs for communities, project functionaries, etc. f.    Ability to convene the relevant service provider organizations, research institutions, private vendors, NGOs, etc., tounderstand experiences, parameters, technical details and specifications to facilitate strategy and design of the technicalsolutions to be implemented within the SLACC project 8.   The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants[under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011)] ("Consultant Guidelines"), setting forth the World Bank's policy on conflictof interest. 9.   Consultants may associate with other firms / agencies/ organizations in the form of a joint venture or asub-consultancy to enhance their qualifications. 10. The period of the consultancy shall befive years. 3.               The consulting services ("the services") include"Forward Linkages and RuralLivelihood Support System" for Neeranchal National WatershedProject. Neeranchal aims to increase incomes through enhancedagricultural production and improve sustainability of natural resources through better watershed management among the people livinginselected micro-watersheds in nine States, by improving effectiveness and adding value to Govt. of India's ongoing IntegratedWatershed Management Programme (IWMP) through institutional reform, capacity building, the development and application of bestpractices, and convergence with other Government projects. Neeranchal is designed to support IWMPin nine (9) States (viz. AndhraPradesh, Chhattisgarh, Gujarat, Jharkhand, Madhya Pradesh, Maharashtra, Orissa, Rajasthan and Telangana). The objective of "ForwardLinkages and Rural Livelihood Support System" is to carryout appliedresearch and development to support rural livelihoods with the ultimate goal of formulating demonstrative projects and a strategyfor increasing total household incomes in the target areas. This shall primarilybe achieved by enhancing both agriculture andnon-agriculture income by maximizing productivity, technology interventions and other innovative approaches. The specific taskswhich the consultant has to carry out are as follows: i)           Prepare a Baseline &support applied research. ii)         Undertake applied research togenerate community-led inclusive growth models as part of watershed development. iii)       Identify and pilot innovative tools toensure better equity between producers and buyers, and benefits flowing to the farmers/groups. iv)        Train SHGs in need based skill up gradationin specific identified activities. v)          Undertake product up-gradationefforts with respect to commodities produced under IGA by the SHGs or any other group. vi)        Establish financial linkages to SHGs, UserGroups (UGs), CIGs, Area groups, JLGS or other CBOs and facilitate IGAs ensuring sustainability. vii)      Develop model IGA plans and assist in extending thesame to larger IWMP area. viii)    Provide technical inputs and guidelines for state-ledtraining and hand-holding to build sustainablecapacities among farmers for entering into new value chains. ix)        Suggest and supervise practical studies onhow to better augment and integratelivestock, fisheries and fodder development with ATMA, with suitable backstopping from KVKs andother partners from private and NGO sectors. x)          Partner with appropriate,private institutions to create a dedicated financial literacy program. xi)        Develop and pilot user-friendly ICT tools(e.g., cell phone-based applications) to help farmers to access information to make better annual operating plans for crops andunderstand the financial impact of these plans. xii)      Work with the private sector to review currentinsurance products for farmers and developnew approaches for delivering these services to farmers. xiii)    Design & implementation of the IGA plan through active engagement andinvolvement of other Project Implementing Partners of the Neeranchal programme. 4.              The Project Director,Neeranchal, Department of Land Resources now invites eligibleconsulting firms to indicate their interest in providing theservices.  Interested consulting firms should provide information demonstrating thatthey have the required qualifications and relevant experience to perform the services. 5.               The short-listing criteria for evaluation ofEoIs are: (i)       Past experience of the firm in providing services for establishment of "Forward Linkages and Rural Livelihood Support System" for aided projects of asimilar nature including World Bank assisted project and experience in conducting studies in the project area in terms of years ofexperience, value of assignments handled, number of assignments handled, relevance of past assignments to the present study.(Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff,etc.).
