This Programme requires the IOTC Executive Secretary to appoint observers and place them on board carrier vessels authorized to receive transhipments in the IOTC Area of competence (Indian Ocean and adjacent seas) from large scale tuna longline vessels flying the flag of Contracting Parties and of non-Contracting Cooperating Parties, Entities or Fishing Entities that implement the IOTC observer programme. This tender seeks to identify a company that will be responsible for the selection, training and placing on board of observers, and collection and entry of data specified in the programme in conformity with the provisions below and with international safety standards and legislation, including all IOTC Conservation and Management Measures.

GENERAL PROCUREMENT NOTICE REPUBLIC OF SEYCHELLES MAHE SUSTAINABLE WATER AUGMENTATION PROJECT 1. The Government of the Republic of Seychelles has received a loan of US$ 20.6million from the African Development Bank, and a grant of UA 1.2million, to finance part of the Mahe Sustainable Water Augmentation Project; 2. The specific project development objective is to contribute to economic development through improving water supply capacity and resilience to climate variability and change by providing reliable and affordable water supply, which is critical in supporting tourism, the main employer and economic driver, and other manufacturing sectors (fishing and beverages); 3. The project’s main components are:  Raising the Height of La Gogue Dam;  La Gogue Water Treatment Plant;  Institutional and Capacity Building Support; and  Project Management. 4. Procurement of Works, Goods and Services necessary for the execution of the Project shall be done by the Public Utilities Corporation, using the African Development Bank Group’s Rules and Procedures for the Procurement of Goods and Works, and the Rules and Procedures for the Use of Consultants. 5. Procurement of civil works for water storage and treatment infrastructure, comprising the Raising of the height of the La Gogue dam reservoir and the construction of the La Gogue water treatment plant, estimated at US$ 21.5 million in aggregate, will be carried out under International Competitive Bidding (ICB) procedures, using the Bank’s standard bidding documents (SBDs). Bidding documents are expected to be available by September 2015. Specific Procurement Notices (SPNs) will be published for each procurement method under each component. 6. Procurement of goods/or works will be in accordance with the Bank’s Rules and Procedures for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules and Procedures for the Use of Consultants. 7.
