The Marine Institute, a semi State body, wishes to invite tenders for the supply of expertise to assess the impact of fishing on Zostera (Seagrass) in Cill Chiaráin, Conamara. The study will involve SCUBA diving operations to monitor the effect of dredging on Zostera and will be carried out between March and August 2016. The diving operations will involve taking core samples of Zostera rhizomes and recording Zostera shoots and associated epifauna. The Marine Institute requires a dive team to carry out the survey programme as outlined in survey protocol (See Appendix 2.) To facilitate this the Tenderer must provide for the duration of the work: • A 3 person dive team and all associated dive equipment • A suitable dive vessel • Appropriate sampling equipment and sample storage • Post survey analysis of the samples collected • Post Survey data compilation and provision of quality assured data set to the Marine Institute • A report of the field work undertaken.

This project which will commence in early July 2017 requires: delivery of a scientifically robust assessment of an acoustic deterrent device for seals in a jigging fishery; in depth observations of seal-fisheries interactions using camera or other appropriate technology; completion of a full report on the work completed by the end of November 2017.

The main task of the vessel is to identify seed mussel beds around the coast of Ireland using various sampling equipment and sonar systems but it has been involved in inshore diving operations, sites prospections, underwater videos surveys, various shellfish stock assessment as well as support vessel for various events.

The demand for all those tasks has increased over the past few years and our current vessel has proven to be too small and too slow to answer such a demand. Currently, the vessel is spending between 70 and 85 days working including transfer from 1 part of the coast to another. In order to continue and improve such services, it was decided to look for an upgrade.

BIM, established under the Sea Fisheries Act 1952, is the Irish State agency responsible for developing the Irish seafood industry. Our mission is to develop the Irish seafood sector by adding value, driving growth, increasing competitiveness and creating jobs. A key element of the newly reformed Common Fisheries Policy is the progressive elimination of discards in all EU fisheries through the introduction of a Landing Obligation (LO). The landing obligation will introduce a number of challenges to the Irish fleet particularly in the demersal mixed fisheries fleet segment. The impacts of the landing obligation are difficult to predict, but are likely to be metier and business specific. Key challenges will include requirements to land non-marketable undersize or over quota fish, cessation of fishing activity once the quota for the first individual TAC species is exhausted and costs associated with handling and disposal of non-marketable fish. In order to assess potential impacts, BIM and the Marine Institute intend carrying out trials to simulate the full introduction of the LO. BIM now wishes to appoint panels of suitably qualified vessels to assist in this work on full charter basis. Candidates are required to provide information on their vessels and meet minimum criteria in relation to their suitability to participate in LO. As specific trials arise, a mini competition based on price, will be run between successful Candidates. Commencing in June 2015, the duration of the panel(s) will be a maximum of three years and applications to participate in these studies can be submitted at any time during this period.

Under the auspices of the European Maritime and Fisheries Fund the SFPA are intending to progress a number of control and compliance projects, based on specific work areas. Among the projects to be undertaken wil be the establishment of a national capacity to test engine power. Using the provision of EU Reg 404/2011 Art 42 as the basis of the programme SFPA intend to tender for the services of a qualified Service Provider to undertake a scoping project to validate engine power assessment systems in use in other Member States namely Germany, Netherlands, UK(SCO) and Denmark. US and Canadian Coastguard EP assessment systems may also be analysed on a correspondence/video conference basis. The contract for services will extend to devising a sampling methodology and undertaking of such a sampling program of physical power testing onboard the selected vessels. The contract for services will require recommendations for the purchase of an appropriate measurement tool or system to be used in the plan to physically measure selected vessels to verify maximum power output levels. This Request for Tender (RFT) issued by the SFPA invites a service provider to undertake the above described services. This contract for services involves the provision of expertise and support in the delivery of an EMFF funded project. Any personnel proposed by the service provider will at a minimum be a suitably qualified Marine Chief Engineer, with in date and valid certification in order to determine current professional status and competence, In particular, the service will require working as part of the SFPA Fisheries Control Unit with the specific goal to conduct the EU specified sampling programme to identify vessels or groups of vessels in the IRL national fleet who, following assessment, are deemed to have an operational profile that indicate the under or over declaration of propulsion engine power.
