The purpose of Marine Protected Areas (MPAs) is to confer protection on species and habitats of conservation importance through the regulation or prohibition of activities that may impact those protected species or habitat.  

Fishing is recognised to be one of the most significant sectoral activities that impacts marine species and habitats. The Fishing in European Marine Sites Project was brought about to ensure that fishing activities that had the potential to damage Natura 2000 sites were appropriately managed. Management measures have been and continue to be introduced as both in Natura 2000 sites and Marine Conservation Zones (MCZs) in English waters designated designated under the Marine and Coastal Access Act 2009 .

The Farm Business Survey (FBS) is a long standing annual survey collecting data from a representative sample of all farm types in England. The FBS collects information on the financial, physical and environmental performance of farm businesses to inform and evaluate policy decisions. The FBS is intended to serve the needs of farmers, farming and land management interest groups, government, government partners and researchers. it currently also meets our obligation to supply data to the EU Farm Accountancy Data Network (FADN). This follows the PIN (PIN Reference 2016-041680) issued on 31.8.2016 (https://defra.bravosolution.co.uk/web/login.html?_ncp=1441867266908.34013-1)

FBS is a panel survey. The farms are full-time or part-time commercial undertakings and data collected covers all aspects of the farm business; both financial i.e. output value and costs relating to all farming enterprises; diversified activities; revenue from agricultural support and agri-environment schemes and physical as well as labour and geographical characteristics. Data is used to construct a management account for each farm comprising a profit and loss account, balance sheet and net worth reconciliation. A key aspect of the survey is the individual feedback provided to co-operating farmers to enable a review of their business performance. The FBS methodology has been established over a number of years based on sound management accounting principles and in line with the requirements from FADN. The purpose of this PIN is to advise of a further engagement event to be held on Thursday 1st December to seek innovative options for the delivery of the Farm Business Survey.

The Forestry Commission require to put in place a contract for the provision of Forest Management Operations within the Easter Ross and Sutherland areas of the North Highland Forest District. In order to achieve this we intend to award one medium term contract to a contractor who can demonstrate the experience, technical ability, qualitative and quantitative outputs and reliability coupled with cost effective pricing to provide delivery of Forest Management Operations within this area.

The Contract will be for a period of 2 years with the option of 2 x 1 year extensions. The uptake of these extensions will be at the sole discretion of the Forestry Commission.

The objectives of this steering group and this work are as follows:
1) to gain a more detailing understanding of fishing effort displacement when management measures are introduced within MPAs. This understanding will enable better protection and management of the marine environment i.e. more considered and effective environmental outcomes.
2) to develop tools/guidance to help fisheries/MPA managers to “account for” displacement, and articulate what the likely displacement might be. This work could aid the development of Impact Assessments that accompany proposed management measures
3) To set out the various options that are available for regulators to use that can mitigate impacts arising from fisheries displacement.
