The TRIMING Project DevelopmentObjective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integratedwater resources management and agricultural service delivery in selected large-scale public schemes in Northern Nigeria.The principal proposed investment components are the following: Water Resources Management and Dam Operations Improvement;Irrigation Development and Management; Enhancing Agricultural Productivity and Support to Value ChainsDevelopment and Institutional Development and Project Management. The Implementing Agency for the Borrower (Government of Nigeria) is the Federal Ministry of WaterResources (FMWR).  The FMWR has appointed aProject Management Unit (PMU) to manage all aspects of procurement, management, payments and disbursement applications for theProject. B.     - Objectives of the assignment The purpose of this TA is to hire a consulting team to develop and implement a strategic andcomprehensive training programme for farmers, water user associations and Government (River Basin Development Authority) personnelinvolved in irrigation scheme operations, maintenance and management. The overall aim is to achieve sustainable irrigation serviceprovision. The focus of the work will be on theKano River Irrigation Scheme (15,000ha), which is the 'first mover' ondesign and construction in the TRIMING Project and on the Hadejia Valley Irrigation Scheme (6,000ha). These are in Kano and Jigawa States respectively, which are in the north-west of Nigeria. Transformation of scheme management, maintenanceand operations arrangements based on the principles of participatory irrigation management, with decentralisation of financialcontrol to scheme level, are central pillars of the planned institutional intervention. The schemes are currently managed by theRiver Basin Development Authority (RBDA) and new management models have been agreed under TRIMING in order to achieve long-termmaintenance of the system andcost effective irrigation service delivery. The three options need tobe evaluated, selected andimplemented as appropriate for each scheme, all of which include the participation and training of farmers in three tiers of WaterUser Associations (WUAs), and the training of the scheme management team. A TRIMING WUA Development Strategy, WUA FacilitatorsTraining Course, Communication Strategy and extensive related media for participatory irrigation management is presently beingdeveloped under a separate consultancy and will be available for use in the assignment. The methods,materials and implementation team competencies for the WUA and scheme management development programme will be fully developed andpiloted at Kano River first, which has the most conducive environment for institutional transformation, and when demonstrated to beeffective will be up scaled at Kano River and will be fully implemented at the Hadejia Valley IrrigationScheme. I.              General objectives (of the TA) The general objective is to develop and implement a detailed participatory irrigation management transformation andtraining plan using specialized learning materials and innovative multi-media tools, to re-define WUA and RBDA roles andresponsibilities and institute necessary practices to achieve financially sustainable irrigation and drainagemanagement. II.              Specific objectives (of the TA): The APEX, Intake and Unit WUA representatives, and RBDA project staffwill be trained in operations,maintenance, management, water and financial administration, fee collection, land-register administration, conflict resolution andlegal aspects among others to enable effective irrigation and drainage system operations and maintenance. Training will be focussed on legal, financial,administration and management of irrigation and drainage operations and maintenance activities. Technical engineering training forundertaking major civil or mechanical works repairs is not included in the scope of training. However, minor labour-basedearth-works and small-gate maintenance for tertiary canal maintenance is included. C- Activities The activities involved include thefollowing: (i)           A comprehensive review of all reports of theTRIMING feasibility studycarried out in 2015 for the KRIP and HVIP, most importantly the detailed Assessment of Scheme Management, Water User Associationsand Farmers Involvement Report; (ii)         Consultations with farmers, farmer representatives, WUArepresentativeswhere established, RBDA personnel and other stakeholders in relation to scheme operations and maintenance and irrigation servicedelivery, including issues of affordability and willingness to pay for irrigation services. (iii)        A comprehensive review of the TRIMING WUA Development Strategy, WUA Facilitators TrainingCourse, WUA Communication Strategy and relatedmedia for participatory irrigation management presently under development at theBakolori and Middle Rima Irrigation Projects under a separate consultancy assignment. (iv)        Review of the three management models that are presented as optionsfor irrigation servicedelivery including a review of legal arrangements in relation to WUAs and fee-recovery implications, followed by recommendations asto the most appropriate modality for each of the two schemes. Here, demonstrated competence in WUA constitutional establishment,engineering details of operation and maintenance practices, and fee setting for irrigation services isimportant. (v)         Development of a transformation and training plan for each of the twoschemes to achieve participatory management at suitable levels (blocks, sectors etc.), and new scheme management arrangements asappropriate. Capability assessments will inform capacity development plans to ensure that responsibilities of newly defined roleswill besuccessfully fulfilled. (vi)        Implementation of institutional restructuring at scheme and sub-scheme levels including newlegal arrangements for WUA formation at different tiers, scheme-level co-management agreements or utility service-provisionagreements as may be the case, with intensive training of individual farmers, WUA representatives at different levels, schemeProject Managers and other technical staff. (vii)      Low-resolution survey, mapping and register development of all farming plot boundaries (0.25-0.5m horizontalaccuracy) to facilitate an accurate locally administered land-registry and thereby an equitable basis for WUAmembership and feepayment. This database will in future also enable land-leasing and farm consolidation on theschemes. The consultant is expected to be skilled in participatory irrigationmanagement institutional development, social facilitation and WUA training across a range of literacy and technical domains, and becompetent and aware of cultural practices, farming and gender realities of the area. Call For Research Proposals FEDERAL REPUBLIC OF NIGERIA FEDERAL MINISTRY OF WATER RESOURCES TRANSFORMING IRRIGATION MANAGEMENT INNIGERIA (TRIMING) PROJECT Address: Plot 1402,Abba Kyari Street, off Adesoji Aderemi Street, Apo- Abuja, Nigeria CALL FOR RESEARCHPROPOSALS 1.         Preamble The Federal Governmentof Nigeria, in its effort to diversify the economy and create significant welfare improvements for the citizens, is focusing onachieving sustainable growth in agricultural production and productivity.  To achievethis objective, the development of irrigation is being given a priority, because of its: (a) global growing competitiveness inachieving higher agricultural production output, and  (b) potential for raising incomesto sustain agricultural labor force with the overall gains of reducingthe number of people living below the povertyline. In pursuance of theobjective above, the Federal Government represented by the Federal Ministry of Water Resource (FMWR)is collaborating with the WorldBank (WB) towards the implementation of a seven year program dubbed "Transforming Irrigation Management in Nigeria (TRIMING)Project". The development objective of the program is to support and improve agricultural production and productivity inselected large-scale public schemes in Northern Nigeria. This isto be achieved through strengthened institutional arrangements andimproved access to irrigation and drainage services including value chains with active involvement of thestakeholders. The TRIMING Projecteffectively took off in October, 2014 with the under listed components: a) Water resourcesmanagement and dam operation improvement; b) Irrigationdevelopment and management; c) Enhancingagricultural productivity and support to value chains development, and d) Institutionaldevelopment and project management. The TRIMING project is focusing on five irrigationschemes located in three river basins of northern Nigeria. These include Bakolori Irrigation Project (BIP) and Middle Rima ValleyIrrigation Project (MRVIP) in Sokoto-Rima River Basin Development Authority (SRRBDA), Kano River Irrigation Project (KRIP) andHadejia Valley Irrigation Project (HVIP)in Hadejia-Jama'are River Basin Development Authority (HJRBDA), and Dadin Kowa IrrigationProject (DKIP) in Upper Benue River Basin Development Authority (UPRBDA). 2.         Purpose of Call Component 3.2 of theTRIMING Project consists of provision of support to innovation and technical research in various aspects of irrigation developmentand management including all relevant linkages. The innovations and researches are expected to address specific site problemshindering full exploitation of benefits of irrigatedagricultural production, water resources management, market linkages andrelated issues. For this purpose, modest funding in the form of grant has been provided under the TRIMING Project to supportconduct of quality researches in various challenge areas across the focus schemes. This call for research proposals is to enable theTRIMING Project team select suitable research partners based on well-defined research proposals, and oversee research projectswhich are central to the TRIMING broad objective. The desire is that on-farm trials in participative approach will be carried out, primarily on irrigated agronomy,watermanagement institutions and agricultural systems innovations. The research should seek to above all ensure sustainability ofthe project investments by improving farm-enterprise profitability and reducing farming risks while balancing competing needs onthe natural resource base. Research projects should be undertaken in TRIMING target schemes to provide evidence-based solutions tovexing challenges in the water andirrigation sectors. 3.      Call identification number: FMWR/TRIMING/3.2/AR/2016/01 4.      Publication date: 20Th April, 2016 5.      Research projectperiod: The researches are expected to commence in the last quarter of 2016 and will beconducted over a minimum of 2 years and a maximum of 3 years, unless compelling reasons are provided for differenttime-frames. 6.     Eligibility: TRIMING research grants will be institution-based. Inother words, it is only organizations/institutions that have credible evidence of doing research that can participate. Moreover,the research contract agreement will be between TRIMING Project and the research institution(s) of the principal investigators andcollaborators. The grant (funds) will be managed by the institution who must guarantee and ensure proper and timely release of thefunds to the researchers. It also implies that researchers involvedin TRIMING Project must be holders of valid appointments intheir institutions. This call is availableat d) Feedback on proposal evaluation: Two (2) months after the closing date of submission of proposal. 8.         Research Themes and Scope The type of research the TRIMING Project wants atthe irrigation schemes is Action Research. Action research is known by many othernames, including participatory research and collaborative inquiry. Several attributes separate action research from other types ofresearch. It focuses on turning the people involved into co-researchers, with the underlying assumption that people learn best, andmore willingly apply what they have learned, whenthey do it themselves. Moreover, action research stresses the importance ofco-learning as a primary aspect of the research process. It also has a social dimension ? the research takes place in real-worldsituations, and aims at solving perceived and specific problems. The first round of call for proposal will focuson four research themes which will be executed in the five irrigation schemes. A summary statementof each of the theme is presentedbelow while the tasks are detailed in Annex A. Theme1: On-farm production practices: Assessment of agronomic, soil and water management practices leading to on-farm innovations and testing of betterpractices to improve land and agricultural productivity and profitability. Saline/sodicity remediation and amelioration; pilotingof new rice intensification approaches, supported by small-scale economically viable mechanisation innovations, and testing uptakethereof, is central to this drive. Theme 2: Value chains: Analysis of agricultural value chains and systems for support services to identify opportunities, and challenges,and define advantageous technological interventions as well as capacity building opportunities of value chain actors. Theme 3: Typha Management and Economic Use:Research interest is onintegrated control of typha. In addition, research on how to fully explore economic use alternatives, identify or developassociated appropriate technologies, and establish the financial feasibility of beneficiation methods is required. Implications forupscaling should be considered. Theme 4: Land Institutions and IrrigationDevelopment: Research is neededinto the prevalence, mechanisms and trends of formal and informal arrangements for land consolidation in the schemes; developmentand pilot testing of locally appropriate land-administration options as an incentive for medium term secure land-exchanges. 9.         Structure and Content of the Proposal The proposal should comply with the format andcontent stipulated in Annex B, including (inter alia): -          A letter of intent/commitment of collaborators -          A logical framework -          An outline budget -          Team composition and time-inputs per year -          CVs of Lead personnel (one page resumé appended) -          Gantt Activity Chart of the expected researchprogramme. 10.       General and Administrative Criteria 10.1     Partnership/Collaboration A research team should comprise of at least apartnership between one prominent Nigerian research institution and one prominent international research institution in irrigationand/or irrigated agriculture. Proposals will have to expand on the modalities of the partnership, not least thematic and academiccoordination, practical decision-making,financial management and compilation of TRIMING deliverables. A consortium can submit morethan one proposal addressing different themes. Moreover, an organization/institution can be involved in more than oneconsortium. The parent institution of the applicants shouldsubmit an organizational profile following the format in Annex C. Note also that each consortium that will be involved in managingfunds at any level will be requested to submit a complete financial and procurement management capacity assessment questionnaire.Institutions involved in the project should have the capacity and experience for implementing the proposedwork. Submitted proposals will be reviewed and evaluatedby a Research Panel of Experts (RPoE) established by the TRIMING PMU. The RPoE will also oversee the research work at intervals asit progresses. Where bidsare preferred but incomplete, the TRIMING PMU reserves the right to discuss and motivate changes inresearch scope and methodology after the submission of the proposals and before the award. This is to ensure gaps in the approach,methods and research team competencies are addressed. All submissions are madeat risk ofthe proposer, on the understanding that they may not be accepted. It is also important that the proposal clearly show how localactors including farmers, irrigation scheme staff and local extension staff will be involved in the execution of theresearch. Each proposal should include a minimum of three(3) Masters students of whom at least one (1) should be female; and having at least 1 (ofthe 3) international student is an addedadvantage. One (not more than two) PhD students may also be included, but this is optional. Moreover, having additionalinternational students involved on the research site, even when not directly funded under the research project but stillcontributing to the TRIMING research theme and effort generally, will add value to the proposal. 10.2     Deliverables and payments Payments will be made on the basis of successfulreview of the agreed deliverables, in line with the exact title and expanded content description set out in the final researchcontract, based on the proposal, with modifications as needed. The payment structure will be as follows: -          20 % payment at the start of the research project in order to facilitate the kick-offof the research activities; -          35 % payment upon submission and acceptance of mid stage interimdeliverables; -          25 % payment at submission and acceptance of late stage interimdeliverables; -          20 % payment after the submission and acceptance of final projectdeliverables. 10.2.1  Interim research deliverables: All deliverables upto the draft final report and other final outputs will be interim deliverablesand subject to comment and change in content as needed, and will be submitted as annual progress report. The initial submissionscould include as appropriate: detailed literature review, detailed policy review, development of research materials and methods,draft questionnaire and other instruments, preliminary fieldwork undertaken. Mid-stage deliverables would include detailed reportson fieldwork undertaken, challenges and experiences, raw-data submission along with preliminary analysis and findings. Late stagedeliverables would include draft final reports of the concluding outputs, such as literature and policy reviews, draft finalmaterials and methods, draft final analysis ofresearch findings. 10.2.2  Final deliverables: The final deliverable(s) will take the form of a consolidated research report that will besufficiently thorough, detailed and substantiated, and edited to be ready for publishing by the TRIMING Project. The finaldeliverables may include aseparate research report, and guideline(s) or manual(s), as the research scope and purpose requires. 10.3     Annual Workshop An annual workshop comprising of all the researchteams (national and international), the TRIMING research supervision team (RPoE) and other invited stakeholders will be organizedby the PMU. Each research team is expected to present work done in the year, with emphasis on the research content, findings,implications and the way forward. The workshop willprovide an important platform for annual progress review of the project, andwill contractually be established as a milestone to decide if the research project is on track, and should continue, must bere-aligned, or failing substantial progress or lack of alignment, that the research project be terminated. The discussion andresolutions on research approach and content taken at the workshop will be binding to the research team, so long as these do notcontradict the main contract. 10.4     Annual Progress Report: The annualprogress report will be submitted two weeks after the annual projectworkshop organized by the PMU, and will also summarise the key points emerging on research content and progress, and will guide theresearchand TRIMING supervision team (RPoE) on the way forward. The annual progress report will contain Gantt Activity Chart andaction plan for all research project activities for the subsequent year. 11.       Financial Criteria The research project team will have to budget forall related research costs attributed to the TRIMING research project and clearly presented in a table in the proposal. The budgetwould separately enumerate on an annual basis: a)     Personneltime inputs (months) and monthly costs b)     Internationaltravel and accommodation costs c)     Nigeriantravel and accommodation costs d)    Equipment purchases required for field research specifically e)     Purchases ofexperimental materials,inputs, hiring of services etc. f)      Consumables g)     Reporting anddocumentation h)     Any othercosts deemed necessary. Capitalinvestment will only be considered wherethis is for capital items essential for undertaking field activities (flow measurement, survey equipment etc.), and willspecifically exclude the purchase of vehicles and the construction of permanent buildings. Provision for transport would need to beestimated on the basis of mileage repayment for own vehicle use, vehicle rentals and/or public transport. Participation in annual progress workshops willhave to be budgeted for in terms of the research team's time inputs, their transport and accommodation (where needed), and mustinclude all research team members, including senior supervising academics and students who will present their work in accordancewith a TRIMING workshop schedule.. All research proposals must clearly explain how the research team would link up with the various stakeholders(especially the WUAs and the field agency) and address gender and vulnerable groups during the course of the projectimplementation. ART 1A: On-Farm Production Practices in KRIP A sizeable proportion of farm landin KRIP is affected by problems of soil salinity and sodality mostly due to poor irrigation and drainage practices. Research is therefore needed to address the following: i.           Assessment of saline and sodic soils remediation andamelioration (e.g., use of gypsum and leaching) techniques; ii.             Evaluating productivity, profitability, and uptake ofthe soil salinity/sodality remediation and amelioration techniques by farmers. iii.            Piloting new rice and tomato varieties tolerant to prevailing biophysical stresses (salttolerance, heat tolerance, tolerance/resistance to prevailing pests anddiseases). iv.            Refinement/improvement of prevailing cropping patterns/sequence to prevent salt build-up andadapt to the prevailing biophysical stress factors within the schemes; v.            Promoting Integrated Soil Fertility Management practices; vi.            Developing mechanisms for making farmers/farmer groups to manage irrigation and drainage more effectively in order toprevent the development of soil salinity. The research should addressthefollowing: i.            Testing and promotion of System Rice Intensification (SRI) practices. ii.            Examine the potentials, challenges and profitability or otherwise of water saving irrigation techniques underSRI. iii.            Testing and promotion of appropriate on-farm production tools and machineries under the SRI to aid puddling of ricefields, transplanting of rice and application of fertilizer for the practice of Urea Deep Placement, etc. iv.            Improving fertilizer use efficiency on farmers' fields through promotion of good irrigation and agronomicpractices. v.            Refinement/improvement of cropping patterns/sequence to adapt to the prevailing biophysical stress factors within theschemes. ART 2: ValueChain Development The action researchshould aim at working together with various actors (farmers, input suppliers, off-takers etc.) in form of farmer field/businessschools along the value chains. The following objectives shall be addressed: i.            Review and document previous research and development activities on value chains in the schemes identifyingconstraints, challenges and opportunities and compare with experiences elsewhere; ii.            Develop and validate value chain models that are suitable in bringing together all stakeholders to ensure thedevelopment of sustainable and pragmatic chains in the irrigation sites using the Filiere approach. iii.            Examine the constraints and needs that exist in the structure of commodity chains inthe schemes which prevent farmersand other value chain actors from fully exploiting market opportunities offered by the changing economicenvironment. iv.            Examine the extent to which the development of chains for high-value crops (e.g. rice, tomato, onions, wheat ) couldassist in achieving food security and increase in income of the actors; and determine the cost ? benefit along the differentcommodity chains. v.            Identify mechanisms for adding value and reducing post-harvest losses of irrigated crops through the promotion ofappropriate production and processing technologies; and other necessary inputs requirements such as access to credit, storagesystems etc. vi.            Assess the extent to which extension delivery could sustainably help in building and strengthening the crop valuechains in the different irrigation schemes. vii.            Organise WUAs into viable and effective famer groups which can enable them to collectively access ana own machineriesincluding processing machines to assist them in carrying out their farming and processing activities for highprices. ART 3:   TyphaManagement and Economic Use Typha presents a long-term challenge on a number of TRIMING schemes and downstream eco-systems.Economic use of typha, including use asbriquettes (with complementary work onfuel-efficient stoves), weaving raw-material, building materials among other productive uses,have received some attention. TRIMING is interested in fully exploring economic use alternatives, identify or develop associatedappropriate technologies, and establish the financial feasibility of beneficiation methods. Implications for upscaling should beconsidered. Research should address the following: i.         A comprehensive synthesis of literature on integrated control and alternative uses oftypha; ii.         Development of integrated (biological, cultural, mechanical and chemical) control oftypha; iii.         Assessment of technical options including appropriate technologies, costs, and likelysocial, financial and ecological benefits and challenges of alternative uses of typha; iv.         Evaluation ofsocial suitability of the technical options and impact on women as homemanagers. v.         Development of a programme for upscaling of appropriate typha managementtechnologies. Location: Hadejia Valley Irrigation Project ART 4:  Land Institutions and Irrigation Development Research is needed into the prevalence, mechanisms and trends of formal and informal arrangementsfor land consolidation inDadin-Kowa Irrigation Scheme. The research should address the following: i.      Document land-exchange prevalenceand de-facto modalities of land-loan, leasing, crop-share, orsale; ii.      Through participative action research, prepare locally appropriate land-administration options andpilot test these as an incentive for medium term secure land-exchanges; iii.      Develop and implement draft-final land-exchangeapproach and test uptake of land-exchangeagreements in two differentland-holding contexts (formal and informal). iv.         Examine existing property rights and the different bundles of rights that may be heldby different claimants (the state, user groups, families, or individuals), which are critical for the authority, incentives, andresources as they affect irrigation operation andmaintenance activities.
