The Federal Democratic Republic of Ethiopia has received a financingfrom the World Bank, toward the cost of the Productive Safety Net Program (PSNP), APL III, andintends to apply part of the proceedsfor consulting services. .
(a) The consulting services ("the Services") include: determine the extent and nature of the impact of the PSNP Public Work (PW)programme to date:
i. On thewatersheds in which it has been implemented, and
ii. On thehouseholds in those watersheds, in terms of the productivity of the natural resources, change in livelihood conditions and accessto social services enjoyed by households.
(b) Assess the effectiveness of the Community-Based ParticipatoryIntegrated Watershed Development approach of the PSNP PW programme, and the role and effectiveness of PSNP Natural Resourcessubprojects within the totality of interventions in the watershed;
(c) Assess theextent and nature of the actual impact to date of the PSNP PW programme on the watersheds selected;
(d) Assess the extent and nature of the impact of the PSNP PWprogramme on both PSNP and non-PSNP households in the concerned watersheds.
(e) Assess the potential economic benefits of the PW subprojectsexamined, through the determination of cost-benefit ratios.
· In addition, the study will report on additional findings of interest to the jointGovernment-DP stakeholders, such as contribution to climate change adaptation,impacts on community behaviour, social cohesion, landuse, empowerment, etc.
· The study will be carried out in all PSNP implementing regions, namely, Amhara,Oromia, SNNPR, Tigray, Harari, Dire Dawa, Afar and Somali. It is expected to run from January 2015 to June 2015.
The NaturalResources Management Directorate of the Ministry of Agriculture now invites eligible consulting firms ("Consultants") to indicatetheir interest in providing the service. Interested Consultants should provide information demonstrating that they have therequired qualifications and relevant experience to perform the services. The indicative shortlisting criteria are:
· Consultant's generalexperience in consultancy, Consultant's relevant, experience related tothe assignment
· Firm's availability of appropriate skills among staff
· Firms experience in similar conditions
The attention of interestedConsultants is drawnto paragraph 1.9 of the World Bank's Guidelines: Guidelines Selectionand Employment of Consultants under IBRDLoans and IDA Credits & Grants by World Bank Borrowers (January 2011) ("Consultant Guidelines"), setting forth the World Bank'spolicy on conflict of interest. Consultants may associate with other firms in the formof a joint venture or a sub consultancy to enhance their qualifications
A Consultant will be selected inaccordance withthe Quality and Cost Based Selection (QCBS) method set out in the ConsultantGuidelines.
