The Ministry of Water, Irrigation and Electricity (MoWIE) would like to invite qualified, competent and interestedapplicants for the following position for its World Bank Financed Ethiopian Nile Irrigation and Drainage Project RegionalCoordination Office (RPCO).
The ENIDP MGF Technical Assistant will assist the overallimplementation of MGF of ENIDP.
The TA of MGF will be responsible to:
v Assist overall execution and management of the matching grant facility implementation Program;Assist overall coordination of planning,implementation and monitoring of the Program; Providing guidance to the regional matching grantfacility units, facilitate coordination and collaboration with national, regional, woreda and kebele government agencies, civilsociety, the donor community and all other stakeholders for successful MGF implementation ,Liaise with other donors and programs working in the relevant valuechains to ensure that there is no serious overlap, and any guidelines and manuals are coherent ,Prepare training module and provide training for MG implementingagencies ,Identify commodities for effective value chain development through matchinggrant fund, On receipt of an application concept note, theTAwill prepare a brief report tothe regional matching grant technicalcommittee for principle decision on whetherthe project complies with the objectives and priorities and other conditionality, notablyeligibility; Onreceipt of all sub project proposals, submitrecommendations to the regional technical committee including the economic, financial, social, technical and environmental aspects of the proposals. Specificidentification of risks and ways to mitigate them is required; Ensuring that appropriate measures and efforts are taken for efficient,reliable and transparent procurement with Programme resources, including technical and equipment resources; Supporting partner organizations to prepare procurement plans and budgets commensurate withwork plans; Working closely with Burreauof Agriculture (BoA) component 2 coordinator, ENIDP Regional MGF technicalCommittee, woreda level MGF technical committees; Proactively propose modifications in the Programme's strategy when they seem to be needed andjustified; Ensuring that the cross-cutting themes of gender equality, HIV/AIDSand environment/climate change are mainstreamedthroughout the Programme; Identify and report best experiences of similarprojects Report best experiences of ENIDP MGF implementation,Identifying implementation constraints and findingtimely solutions .Notlimited.
Qualification Educational background:
Minimum a Master's degree inrelevant area
v Atleast 10 years of relevantwork experience, of which a minimum of 5 years of international professional experience onMGF execution, Experience of at least 2 years as a Coordinator/Team Leader of large development programs in developing countries,Extensive experience in agriculture related development cooperation, including experience in agribusiness and value chaindevelopment ,Proven track record in international project management with strong expertise skills ,Experience in project cyclemanagement in donor supported programs in Sub- Saharan Africa, Experience of working with public authorities, private sectorandsmall-holder farmers, preferably in Ethiopia, Experience in institutional development, fund management, financial management, capacity building and training,Excellent communication and report writing skills in English.
Place of work
The Technical Assistant will be based at Bahir Dar, Bureau of Agriculture (BoA). The TA will be traveling to threeproject woredas when necessary.
Duration of the Assignment
The duration of the assignment isone year with possibility of extension up on good performance.
