Danida has provieds support to development research within a range of subjects for several decades. Over recent years, annual funding for development research has ranged between DKK 200 and 285 000 000, which have been disbursed through various channels, including the Consultative Research Committee for Development Research (FFU), research networks, centre contracts with KU-LIFE, international research institutions and within sector programme support. An external evaluation is planned to document the effectiveness, efficiency, results and applications of the development research supported and provide lessons learnt of relevance to future Danida support to development research. The period covered is expected to be from 2006 to 2011. In order allow the evaluation to pursue an adequate level of analytical depth the thematic scope is mainly limited to research within the theme of "agriculture and natural resource management". This thematic area has received substantial support and represents an area of strong interest to Danida. The evaluation will cover about 100 supported research projects but include more in-depth analysis of a sample of projects and in two specific countries (to be selected; one will be francophone). For the preparation of the evaluation an issues paper has been prepared mapping Danida’s support to development research with agriculture and natural resource management. The issues paper provides an overview of central issues, challenges and observations related to the supported research as well as relevant Danida strategies and policies. The candidates applying for PQ must provide references of experience with complex evaluations including experience from development research evaluations and experience with agriculture/natural resource management in developing countries.

This mission focuses on the provision of technical support to component 1 " Support to value chains " of the Programme for the Promotion of Employment and Economic Growth in Agriculture ( PECEA ) 2013 - 2018, funded by the Danish Ministry of Foreign Affairs. The mandate of the Technical Assistance to support the implementation of Component 1 "Support to value chains " is to develop the skills of the Maison de l'Entreprise (ME), Chamber of Commerce and Industry and Crafts of Niger (CCIAN), and the National Network of Chambers of Agriculture (RECA) and their branches in the regions of Zinder and Diffa in Niger (Agricultural Chambers and Chambers of Commerce). Technical assistance will be essential for facilitating the development of skills of staff of these structures in terms of: i) private agricultural sector development / value chains, ii ) establishment of mechanisms and tools adapted for operating cost-shared funds, iii ) development of clusters, iv) support / advice for the development of integrative projects and private - private partnership ( between companies / farmers' organizations in the same value chain). v ) support to public and private sector dialogue, marketing / training and dialogue, vi) planning, supervision, monitoring, evaluation and integration of gender issues and priority and cross-cutting themes. TA will be based in CCIAN/ME and RECA in Niamey and in Zinder and Diffa and will work in close collaboration with these. Selection of the five candidates that will be invited to tender will be according to a ranking based on evaluation of the “similar services” presented by the applicants. The “similar services” shall as far as possible prove that the applicant have the experience described below: The applicants should have substantial experience in supporting private organizations in relation to the Agricultural sector and in the management of matching grants for the private sector in Francophone Sub Saharan Africa. Knowledge of Agricultural value chains, production, processing, marketing and sale would be an advantage.

The Danida agriculture and rural development sector programme support (ARD SPS) sponsored Vietnam. Access to resources household survey (VARHS) in 2006, 2008 and 2010. The surveys were carried out by: Institute of policy and strategy for agriculture and rural development (Ipsard)/the Institute for labor science and social affairs (ILSSA) and University of Copenhagen (UoC) in 5 provinces in collaboration with Danida’s business sector programme support (BSPS) which covered 7 other provinces. ARD SPS will continue the VARHS in 2012 and is looking for an international research partner (IRP) to support the programme Vietnamese stakeholders in its development and implementation. Previously, for the implementation of the 2008 and 2010 VARHS the International research partner was subcontracted by the local partner to support the development of the VARHS. The IRP will work closely with the UoC and Central Institute for economic management (CIEM) who will continue to work on the business sector research part of the VARHS and who will continue to work on the results of the survey in the 7 other provinces. The IRP is responsible for supporting the VARHS, data analysis and in-depth studies and will have overall responsibility for quality assurance for those activities. The IRP will also ensure institutional capacity building within Ipsard and ILSSA in questionnaire, surveying, analysis techniques as well as in providing appropriate policy analysis and policy recommendations. The IRP will also hold a key function in reporting the results of the ARD VARH survey results to UoC and CIEM who hold responsibility for the finalisation of the end report covering both surveys. Cooperation between the 2 programmes is essential to ensure a single survey report is produced combining the results of the ARD SPS VARHS and the BSPS household survey. Through the research cooperation the following outputs are expected as a minimum: — Data on household access to resources for the 5 ARD SPS provinces in 2012. Data will be made publicly accessible, — Support the finalisation of a descriptive report on the findings for the VARHS for 2012, — At least 2 in-depth studies based on VARHS survey data. Against this background, the international research partner is expected to have the following qualifications: — Strong record in conducting/supporting surveys and analysing panel data, — Strong emphasis on policy-related empirical research with a focus on development studies, agricultural economics, household economics, and resource economics, — Previous involvement in research capacity building and economic research in Vietnam, — Outstanding international economic research profile, well integrated into international economic research networks, — Credible track record in capacity building, academic publishing and international development work.

The analysis of prisovervæltning of energy costs shall include the following activities: 1 Description of the method / model 2 Analysis and description of the markets for each product 3 Calculation of the expected prisovervæltning for each of the products. In the following, the contents of the various activities described in detail. 1 Description of the method / model, carry out a quantitative analysis of prisovervæltning and used meto-de/model is essential. It is important that the method / model and its strengths and weaknesses described. The consultant must therefore explain the model or methodology applied in the quantitative analysis of prisovervæltning in a way that is understandable to a broader audience. The description should include the economic-theoretical basis, main features of the model and the main uncertainties, strengths and weaknesses of the model and its results. In addition, the consultant will assess the possibilities and limitations of generalizing from the 5 selected products for broader assessments of the potential for prisovervæltning at branch level. 2 Analysis and description of the markets for each product. The description must be made for each of the following products: - Brick - Malt - Houseplants - Pesticides - Sugar products are not representative of Danish production companies, but are chosen based on criteria of energy intensity, turnover, transport and suspected international competition. There has also been a desire to have a product from horticultural (potted plants), a product that will be impacted by PSO tariff on gas (brick) and products produced primarily in the "peripheral Denmark" (pesticides and sugar) . The description must for each product provide a thorough understanding and production of the market conditions, the Danish producers are facing. This will include include the description of its cost structure in the production of products, national and international competitors, transport costs and possible. market barriers and preferences, etc.. affecting interna-tional trade in the product. 3 Calculation of the expected prisovervæltning for each of the products. Please provide a quantitative estimate of the expected absorption by a unilateral Danish increment-tion of corporate energy costs, for example. as a result of an increased energy. The possibility of absorption expressed as the proportion of the increased cost of energy, measured in percent who passed on the price, and as far as possible by indicating the calculated change in profit (bottom line) of production of the goods as a result of the increased costs. The analysis relies on information on the company and product level collected in Activity 2, for example. from books or other sources, as well as data on competition in the markets for the on-current product. The latter include number of companies that sell the goods (or a close substitute) in the markets of firms in markets from countries that are not exposed to a corresponding increase in costs and distances to market and transport costs. Deliveries from the analysis should be available the following supplies at the end of the analysis: 1 Method / Model Description: A pedagogical explanation of the method used and the model used tool, including the assumptions and the main uncertainties, strengths and weaknesses associated with the methodology and the data used. 2 Analysis of prisovervæltning by increased energy costs for five products, including market descriptions for each product, and calculating prisovervæltning and bottom-line consequences. 3 Reporting of the above.

This is a consultancy assignment for the Evaluation of Danida Support to Value Chain Development. Within the framework of Danida' support to agriculture, fisheries and broader business sector development, value chain development approaches (or approche filière) were introduced from around 2003. With the emergence of Danida Growth and Employment Programmes (and later Danida Green Growth Programmes), the value chain approach was mainstreamed as a component in most bilateral agriculture and private sector activities. This also included private sector support under the Danida Neighbourhood Programme in Eastern Europe as well as the regional programmes in Central America and East Africa. Today, Danida is supporting value chain development in approximately 15 countries. In the Danida Development Strategy from May 2010 growth and employment becomes one of four main pillars of Danish Development Cooperation and the value chain approach becomes official strategy. This is subsequently elaborated in the Strategic Framework for Growth and Employment (2011), where it is emphasised that Danida should focus support in specific areas of constraints in the selected value chains. Value creation in relation to agriculture and other uses of natural resources constitute the large majority of Danida supported value chains. The evaluation of Danida support to value chain development is planned to be undertaken from January 2014 to November 2015. A team of 3-4 international consultants and 2-3 country specialists are envisaged. The purpose of the evaluation will be to assess Danida support to value chain development, systematise lessons learned and provide recommendations for future Danida support in this area. The evaluation will cover Danida bilateral support to value chain development over the period 2003-2013. The evaluation work will include establishing an overview of the approaches used and the documented results of the entire portfolio. A field based assessment of the results of support to value chain development will be required in 2-3 countries, one of which is likely to be a French-speaking country. Most of the documentation will be available in English, but some of the documentation will only be available in French (Mali, Burkina Faso, Niger, Benin) and some documentation may only be available in Spanish (Bolivia and Central America Programme). The evaluation outputs include a.o. an inception report, country reports and an evaluation report.

The present assignment concerns technical assistance to the public sector component of the Danish agricultural sector Programme for Economic Growth within the Agricultural Sector in Burkina Faso, financed by the Danish Ministry of Foreign Affairs. The component aims to improve framework conditions for the private agricultural sector and includes support to a) the development of the legal and regulatory conditions, and b) public infrastructure in selected value chains in 5 regions in Burkina Faso.
