1. The African Development Bank (AfDB, through the Development Research Department has
received financing to undertake policy relevant research under the following theme: African
Agriculture and Structural Transformation and Rural Spaces (STAARS). The STAARS
project is premised on rigorous, policy-oriented research, focusing on the causal determinants of
productivity, income growth, asset accumulation, and effective risk management in African
agriculture and rural spaces. The project builds on earlier collaborative work between the AfDB
and the World Bank on “Agriculture in Africa: Myths and Facts”.
2. The study covers the following four thematic areas, with up to four papers in each category:
Dynamics of agriculture inputs use, technological change, and productivity growth
Rural factor market performance, labor exits and productivity
Food security, nutrition, and health linkages
Poverty dynamics and resilience against shocks
3. The services to be provided under the Assignment include:
Prepare quality background papers in each of the thematic areas in (2) above.
Assure that results for the studies are published as working papers and as articles in
peer- reviewed internationally recognized journal(s) and ultimately in a book publication.
Organize and provide the intellectual leadership for a conference on STAARS .This
involves developing and disseminating a call for papers, reviewing proposed papers and
compiling the program
Review selected papers for publication in AfDB working papers series.
Oversee editorial process to get selected papers published in peer-reviewed
Jointly with the Bank, lead the discussion and dissemination of the results with
national policymakers, through AfDB’s country offices and its research network.
Assure capacity building and knowledge transfer for AfDB research staff as well as a
pool of young African researchers to help strengthen their analytical capacity.
In particular, the consultant will:
Prepare 5 peer-reviewed publications for the research community but also generate 5
non-technical policy briefs that distill the core findings for the policy audience based on
thematic areas in (2) above.
Publish research findings in one or more special issues of an international peer-
reviewed journal or in an edited book volume with a major international press.
Participate in project workshop during the course of the project and dissemination
The Consultant will work independently, under the overall guidance of the Manager –
Networking and Research Partnerships Division (EDRE.2), Development Research Department
and the immediate supervision of the Task Manager for this undertaking.
The consultant will be contracted for 280 working days during April 1, 2015 to May 31, 2016
and must deliver the above requirement during the contract period.
4. The Development Research Department invites consulting firms/reputable research institutions to
indicate their interest in providing the above-described services. Interested Consultants must
submit in writing, a detailed technical proposal, providing information on their qualifications
and experience demonstrating their ability to undertake this Assignment (documents, reference to
similar services, experience in similar assignments, etc.). Where the Consulting firm assembles a
team of researchers to undertake the Assignment, detailed curriculum vitae of each member
outlining their qualifications and experience must be provided as proof of their ability to conduct
rigorous research. The proposal must explicitly state the Team leader of the research group.
Apart from the technical proposal, interested Consultants must also submit a financial proposal
indicating costs for this undertaking.
5. The eligibility criteria, the establishment of a short list and the selection procedure shall be in
conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects
financed by the Bank Group, May 2008 edition, revised in July 2012. This document is available

Consultant does not imply any obligation on the part of the Bank to include him/her in the
